The Green Economy as a Continuation of War by Other Means

NO MEANS NO TO GREEN IMPERIALISM

 

The following essay has been modified from a speech given at the 10th Conference of Critical Justice in Latin America (X Conferencia Latinoamericana de Crítica Jurídica) on April 23, 2015 on a panel titled: “Rights, Dependency and Capitalist Accumulation in Latin America” (Mesa Derecho, dependencia y acumulación capitalista en América Latina). This speech was based on the paper, “The Militarisation and Marketisation of Nature: An Alternative Lens to ‘Climate-Conflict,’” (Geopolitics, 2014) while also building from it, discussing some examples from wind turbine development in the coastal area of the Isthmus of Tehuantepec region in Oaxaca Mexico, known as the Istmo.

When we speak about “anthropogenic climate change,” we speak about climate change that is intimately linked to our modern or industrial lifestyles, ones that feel like a routine of jumping through and between boxes: The box shape of the house to the rolling rectangle of the bus, which leads us to work, back to the car, then to the bar, back home, to the computer before bed, and finally, to the rest that anticipates repeating this routine all over again, with hopes of something different for the weekend. In its most simple and basic form, this is the process of anthropogenic climate change. It reeks of the depressing problem of everyday social control and daily confinement within this box system.

What these lifestyles are dependent on are a series of systemic processes: those of industrial waste that result from mining, oil extraction, electricity generation, cars, concrete, asphalt, electronics, and the list goes on. And climate change is really just the result of needing to make this list of resource extraction and technologies grow for the last two hundred years, while intertwining this need with our daily lives.

So when we understand climate change as an issue that is bigger than us, it prevents reflection, inhibits agency, and sends the message that only governments, corporations and NGOs can stop this phenomenon. Yet these institutions’ mitigation and security practices only serve to reinforce global environmental degradation, for the mainstream framework of climate change, while acknowledging a cumulative problem, also projects submission to authority and governing structures that have created new “dystopian markets” with ideas of geo-engineering (see Simon Dalby’s “Geoengineering: The Next Era of Geopolitics?” Geography Compass, 2015).

As I hope to show in the lines that follow, we must acknowledge that climate change has been wielded as a neoliberal weapon to create the idea of the “green economy” in the hopes of maintaining the state and growing economies. These are processes that continue land conflict and pacification through climate change mitigation initiatives and an environmental ethic with various notions of sustainability.

“Green grabbing”

Mainstream notions that seek to address climate change are deeply intertwined with ideas of sustainable development that emerged in the 1970s with the Club of Rome and the 1987 United Nations’ (UN) report Our Common Future, where it was recognized that industrial development had to soften and change its course otherwise it would destroy itself and many of the people dependent on it.

The 1992 Rio+20 Earth Summit recognized climate change and biodiversity loss as critical issues, which would lead to the creation of the UN Framework Convention on Climate Change (UNFCCC). It would then give way to the 1997 Kyoto protocol that decided market mechanisms would be the principle way forward to mitigate the problem of climate change and biodiversity loss.

Now enters the notion of Payment for Ecosystem Services (PES) that has sought to integrate market processes into the natural environment to dissect and quantify it, so that corporations and philanthropists can pay to keep forests standing and “natural resources” intact.

For businessmen and stupid environmentalists alike, these proposals have been called a “win-win” solution. These areas have been cordoned off on the false and historically genocidal premise of “pristine” or “wild nature,” which claims that humans but specifically indigenous peoples cannot live in forests if they are to be “saved”, conserved, and maintained as “pristine.” As I hope many know, this is contrary to the historical record as many indigenous people made the pristine forests of the Amazon and the world (see my previous work with James Fairhead: “The Militarisation and Marketisation of Nature,” Geopolitics, 2014.)

These are the same areas that are now the new frontiers of capital investment; these new measures and market mechanisms have now made new markets out of trees, plants, and animal life with notions of “carbon sequestration” and “biodiversity.” These novel and strange terms are used to measure and quantify the natural environment and support the commodification and transformation of larger and “exotic” wildlife into a spectacle for office workers and the wealthy with the rise of ecotourism.

Most recently we have the “green market” as the latest pretext to take over land, displace native groups, and create new sustainable development initiatives while powering the cities and factories with renewable energy, often in the name of slowing anthropogenic climate change. Journalist John Vidal has dubbed this capture of land through sustainable development using an environmental rational as “green grabbing,” gesturing to a shared logic of “land grabbing” Marx once termed to describe the systematic theft of communal property from the 15th to 19th centuries.

It is no surprise that these friendly and environmentally conscious ideas have continued the trajectory of the industrial economy, for there was never once a reflection about slowing this industrial cancer that has become so common.

The green economy as counterinsurgency

We should also remember that the history of state craft, development, and the market has been firmly rooted in waging a war for the submission and acquiescence of people and the natural environment into its organizational structure and growth. Nancy Peluso and Peter Vandergeest have shown how geographical landscapes and towns are built on campaigns of widespread terror against both people and the natural environment, whether in colonial, post-colonial or democratic countries (“Political Ecologies of War and Forests: Counterinsurgencies and the Making of National Natures,” Annals of the Association of American Geographers, 2011).

Terrorizing unruly people into submission has always been a perquisite for all states to establish a territory and gain a grasp on, and make legible the people, forest, minerals and animals of “the nation”—after all, the kings, empires and states claimed it as their own and because we were their “subjects” this was never a problem, right? This means that if people are not revolting, they are submitting to a claim brought upon them, and this claim was always met with resistance.

The people and the forest worked together to wage every type of insurgency against the colonial, post-colonial and democratic regimes in different times and places in Asia, Africa, and the Americas. In general, one can see a pattern that required all states to terrorize and traumatize people through campaigns of counterinsurgency warfare, resettlement campaigns into suburban style villages, cities, and factories with an overall goal to corral and integrate people into “modern” work, national culture and the demands of the economy. Indeed, all states have been at war to subjugate and colonize the people of their “territory” to the imperatives of its organization, which demarcated “Jungles” wild, from “forests” controlled, and forests from agriculture, regimenting every aspect of life and environment to the principle of separations inherent in scientific method. It is under this history of war that the economy and now the green economy stands.

Placing the green economy within the framework of counterinsurgency, the leading theory of state sanctioned pacification, is insightful in this regard. For example, David Kilcullen, Lieutenant Colonel in the Australian Army and a leading counterinsurgency strategist, defines counterinsurgency as “a competition with the insurgent for the right and ability to win the hearts, minds and acquiescence of the population” (“Twenty-Eight Articles: Fundamentals of Company-Level Counterinsurgency,” 2006 [PDF]). Here, the term “hearts” is described as “persuading people their best interests are served by your success,” and the term “minds,” as “convincing them that you can protect them, and that resisting you is pointless.” The green economy is thus an advancement in capturing people to rally for the survival of the economy and business imperatives of the state and its corporate partners—and this in both the city and countryside.

Inclusionary control as pre-emptive pacification

By now, most people have formed their identities and habits around this industrial system, and are attracted to ideas about carbon and biodiversity offsetting, participatory conservation, and renewable energy that provide us with illusions that life and the economy can co-exist. But in many ways this is not true.

Taking the Barra de Santa Teresa near where I live as an example, Mareña Renovables/Eólica del Sur wants to build upwards of hundred industrial wind turbines (aerogeneradore), on a scared and rare ecological zone that took 10,000 years to form, but guess what? The Barra is made of sand and vegetation, which means they will have to pour around a kilometer or possibly more of concrete for their foundations—individually for around one-hundred industrial wind turbines. This is an insane amount of concrete that will no doubt destroy the water table, and create an excess of sand, which as I was told by coastal ecologist, Patricia Mora, “will be total ecological devastation.”

The green economy is advancing techniques of “inclusionary control,” which is a way to include more humans and non-human lives into state and market structures. However, the mid-to-long-term interest of people is to not take the money or questionable promises of jobs, but to get rid of these structures and rehabilitate the land with healthy soil, fruit trees, and animals so they can secure food, shelter, and work to build healthy environments.

Inclusionary control is counterinsurgency and the art of preemptive pacification, which is the art of including people to exclude and neglect their structural grievances—no/crap jobs, no/crap education, drinking toxic waste, police violence, and the standardization of life (the box system) and so on— that is inherent in states, economies and capitalism of every brand. It is why the importance of transforming one’s task into improving the environment is multiplied tenfold if people also value their cultures, land, and lifestyles not being entirely dependent on the economy.

Free, Prior and Informed Consent as Inclusionary Control

An interesting mechanism that is being deployed in the Istmo right now, in the struggle over the invasion of thousands of wind turbines, is the UN’s Free, Prior and Informed Consent (FPIC) procedure, which is mandatory for signatory nations to conduct when constructing development projects on indigenous lands and communities. This mechanism, a success after years of struggle for indigenous recognition, could be important for stalling and fighting megaprojects.

Nevertheless, if people are not conscious, if they are divided and fighting each other—the goal of all governments, corporations and drug dealers alike—then this mechanism can be used by corporate-state alliances to pacify people with the feeling that they are being heard, included, and consulted. It will then reaffirm the strong mythology of democracy that everyone wants to desperately believe in.

But for some reason, whether democracy or dictatorship, people are never really permitted the simple answer: No, we do not want these projects here. No we do not want a form of development that is our submission to factories, migration, and mechanized labor. Rights create constructs of illusion that will always mediate the power of people through states and as I am watching now, FPIC is in a way similar to a ceasefire that allows the deception and fragmentation of people in resistance, while the state, companies and unions can re-strategize and regroup their forces.

Likewise, as I have argued in another paper about UN-REDD+, FPIC is equivalent to an indigenous Miranda Rights (“The Expanding Techniques of Progress: Agricultural Biotechnology and UN-REDD+,”Crossmark, 2014). Miranda rights in the United States are your rights once you have been arrested—“you have the right to remain silent, seek legal counsel,” and so on. In the case with the FPIC in the Istmo, it tells people that you have the right to be consulted by experts, to voice your grievances, and fight for jobs, but while we talk 18 parks are being constructed, with more planned on top of Ejidos and communal land [Silvia Chavela Rivas, “Eólicas: ocaso o resplandor?” 2015 [PDF, Spanish]).

In short, people are being arrested to the imperatives of economic growth and industrial expansion that will destroy life, make alternatives more difficult and create the collective fate of shuffling papers, pimping plastic and flipping burgers—a fate that is already a reality for many, many who often do not care about wind turbines and whose desires and projectuality tend to mimic what is televised in soap operas and music videos.

FPIC is a way to implicate people and hang them with their own participation and rights, when really people have their best interest in rejecting all mediation by state and corporate structures and coming together to create alternative projects, perspectives and even ‘jobs’—since this is a selling point for wind turbines in the region—to improve their lives, but in the end, the hierarches supported by the state and the powers that they bear will not let them without a brutal fight.

War is complex and the green economy is advancing land acquisition and displacement, claiming to fight environmental degradation, while simultaneously advancing it. It is nothing short than crazy, and it is a type of psychosis built in the fantasies of the American or development dream that either are not true for many, hollow for those who achieve it, or maybe it is the answer to everything. Either way, regardless of the different trajectories everyone will still be working to propel the modern industrial system. Probably in an office or some type of building, losing your vision and breath to a computer, trapped in a toxic environments, when really humans should probably be working for healthy, happier and freer lives and we must acknowledge that freedom is disingenuous when it is capturing and killing the people around you, both human and non-human alike.

Bob Geldof and the Aid Industry: “Do They Know it’s Imperialism?”

Under the Mask of Philanthropy

The central role that celebrities maintain within global society provides a good illustration of the essentially hollow and manipulative nature of contemporary democracies. Corporate elites literally manufacture all-star celebrities, and acting through these malleable figureheads, freely flood the world with imperialist propaganda. Much like the economic forces acting to misguide politicians, institutional pressures ensure that only right-thinking individuals become trusted celebrities. However, the main difference between celebrities and politicians is that the public cannot exert democratic control over celebrities. Bob Geldof is no different in this regard, and as the consummate celebrity-power broker, he stands clear of many contemporaries as a pioneer of celebrity-led imperialism: acting effectively in the service of capital. It is for this reason that this article critically excavates such a largely overlooked history to help unearth an explanatory framework for understanding exactly why the ongoing tragedy of famines will never be solved under a capitalist framework.

Geldof first rose to fame in the 1970s as the lead singer of the Irish band the Boomtown Rats and, having learned how to play the music industry’s game to perfection, went on to become a rare beneficiary of the stifling culture industry. However, that was not enough for Geldof, and at the peak of his musical career he attempted to give something back to the world; call it something akin to musical social responsibility. For Geldof, this time of charitable maturation arrived in 1984 when, having been shocked by a news report about the ongoing famine in Ethiopia, he sought to harness his celebrity power and to direct it toward the challenge of solving global injustice. Such good intentions are all well and good, but seeing that Geldof explicitly set upon this task in a manner that ignored any systematic critique of the politics of exploitation, his actions ending up bolstering the very same unjust capitalist system that created the problem in the first place. In fact, a good case can be made that it is precisely the imperialism-lite of ostensibly good-intentioned liberal elites—whose activities are subsumed under the kind-sounding rhetoric of “philanthropy,” “democracy,” and “human rights”—that has facilitated the institutionalization of neoliberalism.

Celebrities and the Politics of Starvation

In our interconnected world, extended famines do not occur when harvests fail, or because there are too many mouths to feed; quite the opposite, they occur with unfortunate regularity precisely because geopolitical priorities place profit before people. Scrutinizing the case study provided by the Ethiopian famine is important, as not only did it mark Washington’s “first hundred-million dollar commitment to international disaster relief,” but the intervention has also provided a “blueprint for future policymakers to follow”. Thus, to advance a realistic and useful solution to starvation, one needs to look beyond the mainstream media’s propaganda of futility, and strive to examine the role of capital in catalyzing “natural” disasters. Celebrity activists cannot be relied upon in searching for such solutions; as embedded within capitalist networks of power, they tend to be amongst those few individuals least likely to engage in such a rational approach to problem solving.

Counter to the rational nature of anti-capitalist thought, the latest tried and (media) tested method of addressing capital’s wrong-doings is to harness the angry voice of a celebrity (or better still a group of celebrities) to rant and rave about individual greed. Illustrating this is the latest iteration of a longstanding trend that has seen capitalists harness the power of philanthropy to the extension and consolidation of capitalist relations worldwide. This smokescreen approach to social change channels public attention away from any discussion of meaningful issues, and ensures that capitalists are empowered to “solve” the very same problems they caused in the first place. Geldof is singled out in particular because he took this basic formula for corporate success and then pushed this model for celebrity-led reaction to such an extent that celebrities are now a vital part of the “aid” industry.

Geldof clearly does not interpret his own actions in such a negative way, and seems to believe that the moral suasion of celebrities can force the hands of the very same political and economic elites that sustain their careers. There may be a limited grain of truth in this way of thinking, but it is to state the obvious that a celebrity campaign to expose capitalist injustice is hardly likely to be instigated by corporate-sanctioned celebrities, let alone gain active elite support in corporate circles. Hence, a good case can be made that Geldof’s entire Band Aid/Live Aid phenomenon actually shifted:

the focus of responsibility for the impoverishment of the Third World from western governments to individuals and obscured the workings of multinational corporations and their agents, the IMF and the World Bank. Worse, it made people in the West feel that famine and hunger were endemic to the Third World, to Africa in particular (the dark side of the affluent psyche), and what they gave was as of their bounty, not as some small for what was taken from the of the Third recompense being poor World…. [A] discourse on western imperialism was transmogrified into a discourse on western humanism. [1]

Geldof’s own humanitarian campaign thus exemplified itself as a stereotypical attack on governments and the existing aid industry: the visual problem was identified (famine), blame was then squarely placed on the local (foreign) government, and a “new” uncorrupted form of charity was then promoted. Along with such myths, he also pushed the equally misleading idea that foreign governments allowed the famine to continue because they were apathetic. Geldof’s serviceable response to these “problems” was obvious; he had to force Western governments to care more for distant others and rail against the existing aid industry’s inefficiencies. In both instances, this meant that Geldof dismissed the primary institutional reason for the existence of the aid industry. This is because governments do not donate food out of generosity; rather their food distribution networks are considered to be an integral weapon through which they promote their foreign policies. Critical books that Geldof might have read at the time include Nicole Ball’s World Hunger: A Guide to the Economic and Political Dimensions (1981), Susan George’s How the Other Half Dies: The Real Reasons for World Hunger (1976), Teresa Hayter’s The Creation of World Poverty (1981), and Marcus Linear’s Zapping the Third World: The Disaster of Development Aid (1985).

Paradoxically, writing in 1986, Geldof was evidently aware (at the rhetorical level anyway) of the strategic use of aid:

Aid is given in direct proportion to how friendly a government is towards the donor. It is used as threat, blackmail and a carrot. This is wrong …. Aid by and large benefits the donor country as much as the recipient, more so in fact as it stimulates, by trade, the donor’s economy, but leaves the recipient aid-dependent. (Bob Geldof, Is That It?, Sidgwick & Jackson, 1986, p.318.)

However, such critical words never informed his actions.

Band Aid Imperialism

Considering the exploitative nature of government food aid, the actions of the glut of “Bloody Do-Gooders” that Geldof brought together under the remit of Band Aid in 1984 certainly need to be viewed in a critical light. [2] Released in December 1984, Band Aid’s humanitarian anthem “Do They Know It’s Christmas?” quickly became the fastest-selling UK single of all time and marked Geldof’s return to the public stage as a born-again humanitarian rabble-rouser. Reflecting on his initial experiences in his autobiography Is That It? (1986), Geldof acknowledged that the result of Band Aid’s fund raising “would be so small in the context of the problem that it would be like putting a tiny plaster on a wound that required twelve stitches” (p.223).

With the benefit of hindsight, I would suggest that this is an extremely bad misdiagnosis. A more accurate description of Band Aid’s work would be to say that they put a plaster over capitalism’s body politics and sutured the public’s eyes shut. Here, Geldof would vehemently disagree as he insists that Band Aid carried out its work without involving itself in regional politics. Such claims, however, are patently false, especially given the fact that he recruited some of Britain’s leading elites to serve as trustees of the charity, the Band Aid Trust, which was set up to distribute the funds raised in the course of his activism. [3]

So how did it all start? If one returns to the initial seven-minute BBC story broadcast on October 24, 1984 that fueled Geldof’s humanitarian impulses, it turns out that the two reporters who filed the report (Mo Amin and Michael Buerk) were working under the auspices of World Vision—a well-publicized, imperialist, evangelical Christian charity. World Vision exists as just one, often overlooked part of imperial counterinsurgency efforts carried out by conservative evangelists who wage “spiritual warfare” upon recalcitrant populations. Little wonder that the television report described Ethiopia as the scene of a “biblical famine,” which was the “closest thing to hell on earth”. Thus, it is appropriate that in the early stages of Geldof’s frantic organizing efforts, the head of World Vision UK, Peter Searle, “kept phoning” Geldof in a bid to influence his activities. Having never heard of World Vision, Geldof recalled that he was “very suspicious” of Searle’s offers of help, but he seems to have been reassured when told that “they were an excellent organization but with roots in the right-wing American evangelical revival.” As Geldof continues: “Later we backed several of their projects” (p.235), [4] but to be more precise, it should be noted that as reported in May 1986, the “largest sum spent so far [by Band Aid] on a single project, dollars 1m, went to the charity World Vision” for their work in the Sudan (“The Band’s Last Big Number/The Future of Band Aid.” The Sunday Times, May 11, 1986).

Lest one forgets, the Cold War was in full swing, and Ethiopia was in the grip of a protracted civil war against rebels of the Tigrayan People’s Liberation Front (TPLF). Geldof thankfully recognized the existence of this war; but when he met the officials of the Ethiopian government’s relief commission, he told them, “It seems to me that your basic problem is one of PR.” He added that while “I may not know anything about famine … I do know a lot about PR.” The narrow solution as viewed through Geldof’s celebrity eyes was that Ethiopia should see the international media as their natural ally because, he continued, “once people in the West appreciate the scale of what is going on here you won’t be able to stop them from helping” (p.249). Geldof’s naivety certainly did not make him receptive to the contrary idea presented by members of the Ethiopian government, that the Western media were part of the problem, and that it had actually consciously acted against the best interests of their country. Further, given Geldof’s gross ignorance about Ethiopian politics, it is no surprise that he missed the fact that the Ethiopian government was deliberately withholding food aid from the “huge areas of Tigray where TPLF guerrillas held sway” because, as their acting foreign minister Tibebu Bekele made clear at the time, “Food is a major element in our strategy against the secessionists”. [5]

One might note that the only aid group active in Ethiopia at the time that challenged the hegemonic imperialist discourse of the famine was Médecins sans frontiers, and for doing so, they were promptly ejected from the country. At that time, the longstanding trend of manipulating humanitarian aid to serve the donor countries’ geostrategic interests is most clearly demonstrated in the provision of aid on the borders of Pakistan-Afghanistan and Honduras-Nicaragua during the 1980s. In the former case, Fiona Terry concludes, “Whether they believed they were neutral or not, NGOs that received US funding either in Pakistan or for cross-border operations were assisting the foreign policy strategy of the US government.” With respect to Honduran “aid,” some NGOs themselves were openly critical about such manipulations, and a report by Catholic Relief Services concluded, “The border relief programs are not designed to meet the long- or short-term interests of the Miskitos, but rather are designed for political purposes as a conduit of aid to the contras”. Interestingly in Ethiopia, Catholic Relief Services appear to have maintained a somewhat antagonistic stance vis-à-vis their role in promoting US foreign policy objectives but, despite rhetorical objections, still retained their prestigious position as the largest recipient of US disaster grants.

It is, therefore, far from surprising that more recent reports demonstrate that some of the relief monies entering Ethiopia were used to buy arms for the rebels via the TPLF’s aid front group, the Relief Society of Tigray (REST). The US government was of course well aware of this situation as a now-declassified Central Intelligence Agency (CIA) report written in 1985 makes clear. The report observes, “Some funds that insurgent organizations are raising for relief operations, as a result of increased world publicity, are almost certainly being diverted for military purposes”. Geldof, no doubt dismissed such possibilities as belonging to the realm of conspiracy theories, which is perhaps the reason he did not refuse an offer of aid from the shadowy employee of a former CIA agent. As Geldof recounts in his autobiography, the influential CIA agent in question was Miles Copeland, whose philanthropic-minded boss was the longtime Saudi arms dealer Adnan Khashoggi, and whose militaristic background remained unmentioned by Geldof. Thus, Geldof adds, he was informed by Miles Copeland’s son, Stewart Copeland (the drummer in the rock group The Police), that:

Khashoggi was interested in donating some planes for us to use. On the eve of my departure for Ethiopia I met up with Khashoggi’s son who was passing through London. The planes would be for famine relief in the Sudan only, he said, and a meeting would be arranged between me and President Numeiri’s personal adviser, Baha Idris. It all seemed very complex, but the offer for the planes was firm, I was assured. (p.251) [6]

Then, while on his subsequent foray to the Sudan, Geldof had lunch with Andrew Timpson of Save the Children where his briefing provided:

… one enlightening piece of information. Adnan Khashoggi was said to have oil interests in the Sudan and a special relationship with President Numeiri which led him to getting a remarkably good return on his investment. It was said that if anyone could arrange a cease-fire in the civil war which was disrupting development in the oil field which was thought to be the biggest in black Africa, it was he. (p.252)

Geldof’s follow-up sentence is increasingly curious, but as far as he is concerned, that is the end of the story as he fails to return to this intriguing subject. He does, however, mention in passing that during the preparations for the Band Aid concert, “all the Band Aid office expenses were being paid for by a Malaysian oil millionaire called Ananda Krishnan” and, contrary to Geldof’s own personal intentions for the project, Krishnan “was interested in turning Band Aid into a permanent institution” (p.266). Such curious humanitarian contacts befit a man with little enthusiasm for challenging the legitimacy of powerful political interests. In Geldof’s own words:

[A]s in England, where I didn’t want to get involved in party politics, so too in Africa. ‘I will shake hands with the devil on my left and the devil on my right to get to the people who need help,’ I would say, when I first asked questions about the political complexion of some local government. That was crucial, for you could become bogged down in the myriad moral uncertainties of dealing with an imperfect political system. (p.318)

Geldof Versus the American Government?

Despite Geldof recognizing the fact that aid is regularly used by powerful governments “as threat, blackmail and a carrot,” in 1985, Band Aid strangely sought to gain the support of the best-organized imperialist aid agency in the world, the US Agency for International Development (AID). No need to worry about such incongruous behavior though, as Geldof would have us believe “the greatest single donor in the world” did not really know what it was doing in terms of coordinating its global operations. Geldof recalls that he “was frightened” that USAID “would have the better of me or have a better grasp of the facts.” “But they didn’t” he continues, “we were all tap dancing” (p.320). [7] This seems most peculiar, and I would argue that this interpretation of events owes more to his naivety than to reality, but either way this false impression certainly gave Geldof the confidence boost he needed to argue for their help. That said, he didn’t have to argue much, as USAID already knew his plans, as he “had stipulated the agenda before” he arrived in America. He recalled, “They knew that we were not prepared to leave without firm undertakings from them that they should match us on a dollar-for-dollar basis on some of our mutually beneficial projects” (p.322). So in the end, it is not surprising that the US State Department came through for Band Aid. The Ethiopian government, on the other hand, was, as Geldof reports, “not delirious to have help from US Aid” (p.323).

Are we really to believe that it was Band Aid that manipulated the US government and not vice versa? If we just consider the quantitative issue of food aid, the total value of US aid for Ethiopia in fiscal 1983 was around $3 million; this then increased to some $23 million the following year, and then “jumped to more than four times that amount (about $98 million) between October 1 and December 1, 1984.” Given that approximately two-thirds of this last increase was committed after the initial National Broadcasting Company (NBC) broadcast of the famine in the United States (October 24, 1984), one way of interpreting this change would be to say this boost in aid was due to the change in media coverage and the resulting public outcry. Alternatively, one could just as easily interpret this change as illustrating that the media became more receptive to the issue once the US government signaled that they were increasing, and no longer decreasing, food aid to the region. This latter argument is evidenced by the fact that in March 1984, Senator John Danforth (Republican-Missouri)—who throughout 1984 played an important role in lobbying for famine relief in Ethiopia —successfully introduced a bill (H.J.Res. 493) that provided $90 million in food assistance for emergency food assistance for Africa. This money was not, however, freed up until an earlier bill (H.J.Res. 492), which aimed to provide $150 million to famine-stricken areas in Africa (which the $90 million represented part of) stalled, passing into law in July 1984, but only when proposed amendments to add covert funding for the Contras in Nicaragua had been dropped from the bill (African Famine: Chronology of U.S. Congressional and Executive Branch Action in 1984, Washington, DC: Congressional Research Service).

Counter to Geldof’s recommendation to Ethiopian officials that they only needed better PR to get their story out to the global public, US journalists had been attempting to air stories about the famine for some time, but they simply had no takers in the mainstream media. As far as the media were concerned, “It was not ‘new’ news, for the roots of the 1984 disaster lay in conditions known for years before the disaster hit the headlines”. However, by the end of the year, Ethiopia was now considered as being an issue that deserved political attention. One wondered if this was in any way related to ongoing attempts to coerce the Ethiopian government to accept more aid from the West. For example, it is interesting to observe that just after the increase in aid and media attention (in October), Reuters reported on December 1, 1984, how “The Marxist Government of Ethiopia has agreed to move toward a free market policy to improve the country’s agricultural production…” (“Ethiopians Consider Free Market.” The Globe and Mail, December 1, 1984). Thus, extensive economic and diplomatic pressure was clearly being brought to bear on Ethiopia well before the rise in media attention. By way of another example, the Italian government had its own important role to play in ramping up the political pressure, “and the Italian ambassador is generally credited with making it clear to Mengistu in early October 1984 that Ethiopia could not continue to suppress information about the famine, but must publicize it in order to attract Western relief”.

Ethiopia was now the media’s number one story, but during the seemingly endless deluge of one-dimensional coverage, at no point did the mainstream media help the public understand what was happening by making any significant effort to explain the root causes of the famine. One would have been hard-pressed to have heard of the ambitious land reform program—launched in 1975 when the military Marxists (known as the Derg) rose to power—that was “very successful in eliminating large holdings, absentee landlordism and landlessness.” Similarly, there was no talk of how the Derg’s top-down control over their agrarian reform program had the net effect of “lessen[ing] farmer’s incentives for good natural resource management by decreasing both the security of land tenure and the profitability of agriculture”. Factors that combined with the prolonged civil war and the Derg’s massive resettlement program (which was undertaken in the wake of the 1984–1985 famine) exacerbated farmer land insecurity and mismanagement, which depressed agricultural production in Ethiopia’s time of need.

Instead of providing historically-informed investigative journalism that explored such issues, the racist media delivered up a nightmarish story about a natural disaster of biblical proportions. This is an outcome that was entirely predictable given the propagandist nature of the mainstream media that was well aligned to celebrate the successes of the imperialist development narratives upon which the nongovernmental (NGO) aid industry operates. Thus, the media and the international aid community simply latched onto well-worn neo-Malthusian environmental degradation narratives to justify ongoing aid in the post-famine period (1985–1990). Likewise, little or no mention has been made of the deleterious effect that the Soviet Union’s policy of disengagement had on the nominally Marxist government.

Such an ill-informed development narrative was supremely useful to imperialist donors as it promoted an intervention in a geostrategically important region which “was narrowly technical, largely bypassed the Ethiopian government, was targeted directly on the rural poor and would be welcomed by the growing environmental lobby in Washington”. With respect to the utility of this massive influx of aid (for the people of Ethiopia), “in retrospect, it is clear that much of this effort was wasted or counterproductive.” It is not coincidental that it was during this golden period of “development” aid that the Derg “moved away from socialist agriculture”.

One might point out that neo-Malthusian arguments drawn upon in Ethiopia are intimately enmeshed with the ideological underpinnings of the mainstream environmental movement, which are especially in line with the environmental lobby in Washington. Indeed, since the 18th century, such specious logic has solidified yeomen service to imperial elites who falsely argue that humans simply cannot cultivate enough food to feed the entire human population. Thus, given Ethiopia’s positioning in the ongoing Cold War, it is appropriate that the leading proponents of neoliberal environmentalism played a major role in justifying the aid communities’ protracted interventions in the region. For example, from late 1984 to mid-1986, the executive coordinator of the United Nations Office for Emergency Operations in Africa was none other than , the immensely powerful former oil executive who, over the past four decades, has arguably done more than any other individual to promote the misnomer of sustainable development.

Capitalists for Just Exploitation

Old humanitarian habits die hard and, having already proved their ability to neglect the role of imperial power politics in global affairs, Geldof and his Band Aid friends have continued to act as willing implementers of capitalistic responses to capitalist-bred inequality. However, if one had to choose one Band Aid contributor who best followed Geldof’s own model of leadership on behalf of imperial elites it would have to be Bono, who in 2005 was voted TIME magazine’s Person of the Year alongside the well-known “humanitarian” couple Bill and Melinda Gates. After contributing to the Band Aid single and the Live Aid gig in 1985, Bono had even emulated Geldof’s commitment to the right-wing evangelical charity World Vision, and spent six weeks volunteering at one of their orphanages in Ethiopia. Bono’s overt commitment to Christian missionary work was then put on hold, that is, until 1997 when Jamie Drummond encouraged him to became a spokesperson for a church-based campaign known as Jubilee 2000, a group which was set up to campaign the canceling of Third World debt. Fresh from this spiritual revival, Bono then began spending weekends at the World Bank with his friend Bobby Shriver, who himself was an old colleague of the World Bank’s president, James Wolfensohn, having worked with him within the venture capital division of the Wolfensohn Firm.

Having gained his humanitarian apprenticeship under leading imperialists like Wolfensohn, it is fitting that economist Jeffrey Sachs completed Bono’s education. Bono, like Geldof, was pioneering new ground within the realm of celebrity activism, moving from the former archetypal celebrity-as-fundraiser to the realm of celebrity-as-corporate-lobbyist. With the zeal of a born-again zealot, Bono endeavored to work the circuits of power of the hallowed nonprofit-industrial complex, and in 2002 he turned to Geldof, who helped devise the name DATA (Debt, AIDS, Trade, Africa) to christen his and Bobby Shriver’s new group; this organization flourished with $1 million start-up grants flowing in from the likes of global democracy manipulator George Soros, software businessman Edward W. Scott, Jr., and the Bill and Melinda Gates Foundation. Once established, DATA recruited like-minded high profile corporate lobbyists, the two main ones being the Democrat AIDS activist /defense contractor lobbyist Tom Sheridan, and Scott Hatch, who formerly ran the National Republican Campaign Committee. Much like Geldof, Bono sees his work as bipartisan, that is, encompassing all political views as long as they stand firmly on the side of capitalism.

In 2004, Bono extended his activist commitments, and with the backing of Bread for the World, the Better Safer World coalition, and the Bill and Melinda Gates Foundation he created “ONE: The Campaign to Make Poverty History,” which merged with DATA in 2007 and is now known as ONE Campaign. All board members of ONE are leading representatives of the US power elite, but three who exhibit outstanding service to capitalist propaganda are president and CEO Michael Elliott (who most recently served as the editor of TIME International), board chair Tom Freston (who is the former CEO of Viacom and MTV Networks), and Joe Cerrell (who presently works for the Gates Foundation, but formerly served as the vice president of the philanthropy practice at APCO Worldwide and as assistant press secretary to former US Vice President Al Gore). A significant recent addition to ONE’s board of directors is World Bank Managing Director Ngozi Okonjo-Iweala, who is active on the board of Friends Africa where he sits alongside African “friends” like Jeffrey Sachs and the chairman of De Beers, Jonathan Oppenheimer. Yet another especially interesting ONE board member is Helene Gayle, who as a former employee of the Bill and Melinda Gates Foundation is now employed as the president of the leading international “aid” outfit, CARE.

Here, it is noteworthy to recall that CARE was formed by Herbert Hoover as the Cooperative for American Remittances to Europe, and since its inception in 1945 has provided a valuable means of promoting imperialism via the strategic provision of food aid. Indeed, as Susan George suggests in her excellent book How the Other Half Dies: The Real Reasons for World Hunger (1976), Hoover was given the opportunity to form CARE primarily because he had demonstrated his ability to use food aid as a weapon during and after World War I. In fact, she suggests that Hoover was arguably the “first modern politician to look upon food as a frequently more effective means of getting one’s own way than gunboat diplomacy or military intervention”. As recent critical scholarship on the international role of CARE demonstrates, it still serves much the same imperial purpose that it was created to perform.

CARE thus provides a vital training ground for budding “humanitarians”; for instance, many of their former staff are involved in a relatively new venture known as Build Africa—a “charity” working in rural Uganda and Kenya that helps “young people” better themselves through learning about the wonders of “business enterprise.” One particularly significant trustee of Build Africa (who also heads their board of ambassadors/investment bankers) is the investment banker and private equity power broker Mark Florman, the CEO of the British Venture Capital Association. In addition to acting as one of the co-founders of the UK-based Center for Social Justice—a think tank that was set up in 2004 by the former leader of the Conservative party, Iain Duncan Smith [8]—Florman worked with Bob Geldof to raise $200 million to launch a private equity fund in 2012, called 8 Miles, with the aid of , which, bluntly put, aims to capitalize on Africa. According to the Financial Times:

Among others that Mr. Geldof has approached for advice on the [] venture is Mo Ibrahim, the Sudanese-born telecoms tycoon turned philanthropist, and Arki Busson, the founder of hedge fund EIM. He has also discussed his plans with Tony Blair, the former British prime minister who sits with Mr. Geldof on the Africa Progress Panel, monitoring donor commitments towards increased aid to Africa. [9]

To flesh out the backgrounds of Geldof’s new friends, one might note that Mo Ibrahim was soon to be a board member of the ONE Campaign and is currently chair of the advisory board for an investment firm focused on Africa called Satya Capital; its small portfolio includes Namakwa Diamonds, a mining group whose board members notably include a former executive vice president of the notorious Barrick Gold. In 2004, Ibrahim founded the Mo Ibrahim Foundation “to recognize achievement in African leadership and stimulate debate on good governance across sub-Saharan Africa and the world.” In this context, “good governance” means implementation of neoliberal reforms. [10] Hedge fund tycoon Arki Busson, like Ibrahim, is well-versed in the power of philanthropic propaganda, and on the side of his main business interests he runs an educational charity known as Absolute Return for Kids (ARK), which is one of Britain’s powerful new academy chains that run academies on US charter school lines. In 2007, at ARK’s seventh annual fundraiser, Geldof and Tony Blair were in attendance, so it is suitable that ARK’s patrons include two close associates of Geldof’s. The first is the “human rights” crooner Sir Elton John, and the second is the former World Bank economist Dambisa Moyo.

Moyo is the author of Dead Aid: Why Aid Is Not Working and How There Is a Better Way for Africa (2009), and she lividly expresses her humanitarian commitment through service on the boards of Barclays, SABMiller PLC, and the global independent oil and gas exploration and production company, Lundin Petroleum. [11] With “her total unflinching faith in markets as the ultimate solution and her silence on issues of social justice” Moyo’s book sits comfortably with the ambitions of the “Bono-Bob Geldof-driven development industry that is convinced that the ingredients of lifting the wretched of the earth out of poverty include higher economic growth, liberalised markets, good governance, better-funded NGOs and, most important of all, more aid”.

A Leftist critic of the aid industry (and of Geldof in particular) reminds us:

[t]o understand the Geldof phenomenon, we need to look historically at the role that Africa has played in the European imagination and in global capitalism. Geldof’s crusade and attitude is not new. He is only the latest in a long line of European men whose personal mission has been to transform Africa and Africans. David Livingstone, the celebrity of his day, embarked on a similar crusade in the late 19th century, painting Africa as a land of “evil,” of hopelessness and of child-like humans. His mission was to raise money to pursue his personal ambitions.

In this manner, “Livingstone’s and Geldof’s humanitarianism fits well with the demands of global capitalism as they serve to obscure distinct phases in the exploitation of Africa.

Close Your Minds and Give Your Money!

Contrary to the pleasant-sounding rhetoric accompanying the entire Band Aid phenomena, Band Aid and its offshoots have always worked closely with imperialist policy agendas. Thus, the Band Aid Trust still exists, with the most recent revival of their formula for deception being the Live8 concert, which was held in 2005, which again relied heavily upon the two most famous celebrity big hitters, Geldof and Bono. While Geldof and Bono’s initial approach to humanitarianism could at best be described as naïve, the power-struck duo are now quite obviously working hand-in-hand with neoliberal elites, not in solidarity with the poor and oppressed. So while the musicians involved in the first Band Aid project might argue that they were unaware of the means by which food aid is tied to imperialism, the same could be not true of the artists who participated in the monumental corporate aid bonanza that was Live8. After all, it was there that Geldof introduced Bill Gates to the millions watching Live8 as “the world’s greatest philanthropist”; George Monbiot appropriately observed, “Geldof and Bono’s campaign for philanthropy portrays the enemies of the poor as their saviours.”

Over the past three decades, the formidable Bono-Geldof tag-team has provided a vital propaganda service to ruling elites. On a broader level too, some argue that their celebrity activism is a natural corollary to the politics of privatization. C. Wright Mills, in his seminal book, The Power Elite (1953), dedicated an entire chapter to celebrities, observing that with the rise of national means of mass communication, “the institutional elite must now compete with and borrow prestige from these professionals in the world of the celebrity.” He thereby outlined the integral function that celebrity lives fulfill vis-à-vis the requirements of managing democracy, noting “the liberal rhetoric—as a cloak for actual power—and the professional celebrity—as a status distraction—do permit the power elite conveniently to keep out of the limelight”. Writing so many years ago, Mills was unsure as to whether the power elite would be content to rest uncelebrated; however, now, under neoliberal regimes of media and social management, the differences between interests of the jet setting crowd and other parts of the power elite have converged. Celebrities become political leaders and politicians become world class “actors,” while the real power behind these media-friendly figureheads remains in the hands of an increasingly concentrated economic elite.

The Work of Revelations: Snowden, the Torture Report, and the Diminishing Returns of Info-Spectacles

“An invasion of armies can be resisted, but not an idea whose time has come,” wrote Victor Hugo. Isn’t that ultimately the message of Les Misérables? In contrast to the revolutionaries hopelessly slaughtered en masse at the barricades, it’s Jean Valjean’s unimpeachable righteousness alone that ultimately drives his longtime tormentor to suicide. I dreamed a dream…

Rather than just being the domain of French Romantics and office motivational posters, the notion that information alone has transformative power is the cornerstone of establishment left thinking. It stems from liberal enlightenment ideals that configure history as a linear progression—embodied in the apocryphal quote about the moral arc of the universe. It goes one way, and that’s forwards towards progress. This coincides happily with the preponderance of lawyers in the ranks of mainstream human rights and civil liberties groups, for whom information is the sine qua non of preparing briefs and mounting cases.

There’s a more controversial theory that information isn’t inherently good. Even revelatory information—stuff the powerful don’t want you to know—ostensibly in the service of a progressive goal, can be used for right-wing ends if it obscures or moderates a more radical prescription. If information is getting used to co-opt a more radical course of action, then that project is reactionary.

For its part, progressive e-magazine TruthDig doesn’t want people messing with this line of thinking in the case of the Senate Torture report: “When the truth is spoken by politicians…skeptics are right to suspect it’s not merely the truth. It is always tailored to redound to some benefit to the speaker. But there are moments in history when that doesn’t matter.”

We’re being told it’s one such moment now. The Senate Intelligence Committee has released a heavily redacted, heavily abridged “Executive Summary” of its 6,000 page report on CIA torture. Adding to the report’s mystique is the fact that the White House and CIA wanted to suppress the information contained within, with the CIA even hacking the computers of Senate staffers compiling the report. The torture report seems like the most illicit kind of revelatory information, so it’s created an enormous amount of commentary and condemnation.

However, with the exceptions of some specific ghoulish details, most of the information was already known. The most horrific facts—that the CIA raped prisoners, that torture was used to fabricate justifications for the War in Iraq, that human beings were tortured to death, that almost a quarter of torture cases were the result of mistaken identity—had all been reported on within the last decade.

There’s a disconnect between the content of the torture report and the narrative that now surrounds the event itself. When TruthDig called for putting skepticism aside, it was in a piece hailing Senators Dianne Feinstein and John McCain as their progressive heroes of the week. Feinstein’s fingerprints are on many of the US’s worst abuses of this century, and McCain is one of the most bloodthirsty figures in the US government, and by extension the planet. Given that these newly minted progressive heroes are some of the worst imperialists, and the torture report’s aura doesn’t reflect reality, this seems like exactly the right moment for those meddlesome skeptics to be asking questions.

The journalists and public figures who promote the torture report present it as transformative information, but it’s shaping up to be a spectacle that sets the left back yet again. The report has followed many parallels with the last time this happened, the spectacle surrounding Ed Snowden’s leaks to Glenn Greenwald et al. The Snowden drama provided a useful template for how dissent is going to be managed, channeled, and moderated going forward. The way the NSA leaks were handled has provided the elites a scalable model for taking the release of even revelatory information and using it to come out on top and consolidate their power.

Fortunately, last October Pierre Omidyar’s First Look Media had an acrimonious public divorce with once-hire Matt Taibbi. If Taibbi had been someone with less social capital, then the failure of Racket might’ve just been a momentary hiccup for the internet’s hottest journalistic “insurgency.” As it stands, the fact that people want to be in Taibbi’s orbit has opened up a lot of space for analysis of Omidyar’s would-be media empire, where the establishment consensus was once airtight. It’s certainly vindicated what Taibbi said about journalists being akin to an easily spooked herd of deer, who only get around to asking the right questions “eventually. But far after the fact.”

When the leaks began, they painted a complete picture of a monster whose contours had only previously been hinted at. Stories about warrantless wiretapping and the size of “Top Secret America” had won their authors Pulitzers and hinted that the US government was spying on all of us. There were reports of a secret government data-storage facility of gargantuan proportions being built in Utah. Stories had periodically cropped up in unexpected places about the government’s ability to record and store all our communications. However, now the public knew the truth definitively. There was excitement, talk of change, reform, maybe even something more drastic. Soon, the whistleblower went public. More stories came out, about more countries.

However, there were problems from the outset. Tarzie, one of maybe 3 or 4 people asking the right questions from the outset, drew these threads out in August 2013 in his “Fuck the Guardian” series. Some of the serious problems were a zeal for secrecy and redactions, an over-emphasis on one set of actors at the expense of the bigger picture, and a single-minded devotion to “debate” and reform as the ideal solution. There were plenty of other problems, like the smearing of Chelsea Manning and a near-monopoly on information, all of which spoke to having surrendered ground to the very enemies being exposed. The entire event was taking place on the state’s terms, and as Arthur Silber wrote, “when the state floods the zone, any chance for reform is dead.”

However, the state weren’t the only interested parties. There was a big story to be told, after all, and a billionaire patron chose to underwrite the project. The consensus that instantly emerged–and remained firmly in place until Racket’s collapse–was that Pierre Omidyar was a “civic minded billionaire.” What was being exchanged between Omidyar and Greenwald was a paycheck for prestige. As Tarzie pointed out at the beginning, PayPal had conducted an extrajudicial corporate blockade against WikiLeaks that hobbled the organization, and Greenwald lied about Omidyar’s involvement.

When it came out that Omidyar had funded regime change in Ukraine and the election of a fascist PM in India, and would profit handsomely for it, this revelatory information wasn’t enough to tarnish the “civic-minded” gloriole. “Since the rich man in question has demonstrably been involved in funding imperialist activities,” explained Patrick Higgins, the Snowden leak keepers were now “by extension, running interference on imperialism’s behalf.” A typical imperialist oligarch bought a bulletproof reputation as a civic-minded hero, for only $250 million (of which only $50 million has actually been paid so far). To get an idea of what a robust return on investment this is, Bill Gates has to spend billions of dollars a year in order to be seen as a humanitarian while defending capitalism’s brutality and making Malthusian calls for population reduction in Africa and Asia.

Snowden eventually came out of his self-imposed media exile and played a part in the vaunted debate. It’s been reported that whistleblowers tend to be conservative individuals, and this makes sense. Someone who thinks the CIA is an organ of state terrorism is unlikely to get hired there, nor would they seek to restore it to an imagined past if they joined up and eventually found this to be the case. That explained phenomena like Snowden’s insistence that information be mediated by “responsible journalists and government stakeholders,” and a whole slew of reactionary statements he made as the spectacle went on.

As Snowden explained, he was “still working for the NSA” in spirit, seeking to reform temporarily disoriented agencies. For anyone hoping that substantive change would result, this is a death sentence. As Chris Floyd said, “the system itself is not under threat [when] the only goal of any revelations will be ‘reform.’ ‘Reform’ and ‘debate’ can always be managed by those who control the levers of power.”

In the end, the public accrued very limited benefits if any. There were stories that essentially recapitulated the same theme of mass government data collection, told with some different details but committed salesmanship. Long after most of the world has moved on, The Intercept’s reporters still use the same breathless promotional language. In mid-December 2014 Jeremy Scahill was promoting a “Blockbuster” story at The Intercept that’s basically a longer version of a story already reported at Der Spiegel 14 months ago. There wasn’t even reform, either, with one failed bill widely derided as a “sham.” Even First Look supporters concede that the NSA ultimately “retained its powers.” And they might have stronger defenses against future leakers in place now, thanks to Ed Snowden. As reported in a Wired cover story, as Snowden took documents from NSA servers, he did so in a way that “[gave] the government time to prepare for leaks in the future,” in case anyone more radical than him came along.

If anyone benefitted from the event, besides the leak’s owners and the state, it was the tech sector. Snowden updated Thomas Jefferson for the disruptor set when he recommended restraining government surveillance with “the chains of cryptography.” He announced the Reset the Net initiative on June 5th, 2014. By unveiling it a year after the Guardian released its first Snowden-sourced story, the event was marketed as the solution to government surveillance, the logical endpoint of the events that have preceded it. According to Wired, Reset the Net is “a coalition of more than two-dozen tech companies,” i.e. former partners in government spying who would now be the vanguards of privacy. When Trevor Timm, a board member of the Electronic Frontiers Foundation with Greenwald, listed “Four Ways Edward Snowden Changed The World,” two reasons were essentially sales pitches for the tech industry. To hear left celebrities orbiting the Snowden trove tell it, all Silicon Valley had to do was suffer a mild public shaming in order to become zealous guardians of their users’ privacy.

Obviously, some factions of the state and oligarch class* would rather the public know nothing. However, if this isn’t an option, then there are ways to accrue benefits from the information release. The Snowden spectacle has shown how the guilty parties can create positive outcomes for themselves, coming out even better than before. The common threads include:

  1. A distracting, singular focus on one set of actors at the expense of other guilty parties.
  2. An erasure of related and often more serious crimes.
  3. The lionizing of deeply reactionary figures.
  4. Right-wing, power-serving “solutions.”
  5. The erasure of leftist ideas from the left.
  6. A further fetishizing of the transformative power of revelation.

In the Snowden spectacle and the torture report, there are two situations in which information is released to the public. It’s been known, but now there are specific details and official confirmations. This is presented as a revelation, and re-stated in different permutations to retain public interest. From there, the ruling class will create an unexpected victory.

  1. Distracting Focus on One Set of Actors

In the case of the Snowden leaks, over a year of reporting focused almost exclusively on the NSA. There was almost no reporting done on the private sector, or the 16 other government agencies that comprise the Intelligence Community—from the FBI and DEA to Army intelligence and the National Reconnaissance Office.

In the case of the Senate torture report, the focus has been exclusively on CIA torture authorized and directed by the Bush administration and its lawyers. Dick Cheney has come out of the shadows to issue ghoulish pronouncements about torture’s goodness, acting as a cartoonish, literally heartless proxy for the entire cast of villains.

However, the focus on the Bush administration has erased contemporary Democratic culpability in the torture program. The 2002 briefing of House Democrats Nancy Pelosi and Jay Rockefeller by the CIA was, according to CIA war criminal and noted sociopath José Rodriguez, “short and sweet.” Though Democrats at the at the time adduced torture as a reason to vote for Democrats, it was, like anti-war opposition, cheap posturing to score political points.

A few years later, it was rising Democratic star Barack Obama’s turn to sweep torture under the rug after exploiting it for electoral reasons. In a tremendously revealing statement that received scant attention at the time, then-Senator Obama said that impeachment was off the table because it was reserved for “serious breaches” of the President’s authority. The statement was a clear indication that Obama didn’t—and doesn’t—consider torture to constitute a serious offense, at least when committed by the United States. Though candidate Obama made overtures to investigate torture, his 2008 behavior on FISA showed how hollow these promises were. On the campaign trail, the Senator declared that he would filibuster TeleCom immunity, before voting for it once it was politically expedient. When Obama was elected and made “look forwards, not backwards” his mantra, the Democratic leadership owned torture as much as Bush.

Just like the NSA was the sole focus of the Snowden cache, a casual observer would think that the CIA were the sole perpetrators of torture after 9/11. The singular focus on the CIA has erased the fact that the US military was responsible for many of the most horrific abuses of the War on Terror. Abu Ghraib, for instance, was born out of a policy to “’Gitmoize’ Iraq,” applying the brutal torture policies of America’s Cuban hellhole to the entire nation of Iraq. Military installations were the sites of countless crimes, like Afghanistan’s Bagram Air Base or Iraq’s Camp Nama, whose name was backronymed to mean “Nasty-Ass Military Area.”

The Senate torture report has successfully cordoned off torture as the work of one agency and one set of elites, when the entire political class and national security apparatus is guilty.

  1. Erasure of Related and More Serious Crimes

The Snowden event brought us dozens of stories that reiterated essentially the same point. Less publicized was Reuters’ August 2013 report on NSA-DEA “parallel construction,” where the NSA was giving warrantlessly surveilled information to the DEA, who then build up a criminal case under the pretense that the information had been lawfully obtained. In this case, abstract reports on government abuse were crowding out concrete reports of government abuse. The narrative around the Senate report has taken this aspect of the Snowden drama to a much higher degree. There is a constellation of American crimes that are being erased, whitewashed, and legitimized by the focus on the CIA torture report.

The Obama administration and the CIA saw the kind of legal and political mess that came from indefinite detention, and concluded that assassination was easier. A 2004 report from the CIA’s inspector general warned that “The agency faces potentially serious long-term political and legal challenges as a result of” the torture regime. “The report was the beginning of the end for the program,” according to journalist Mark Mazzetti. “The ground had shifted, and counterterrorism officials began to rethink the strategy for the secret war. Armed drones, and targeted killings in general, offered a new direction.”

Consequently, the Obama administration has waged a far more vicious assassination campaign than Bush ever did, with thousands killed in drone strikes and even American citizens targeted for extrajudicial murder. Obama’s theory of executive power was best summarized by Attorney General Eric Holder explaining that “due process” didn’t need to involve a trial by jury, but could be achieved by the President deciding to murder you in one of his “Terror Tuesday” meetings.

That’s not to say that torture isn’t still practiced. Torture is still common practice in Guantánamo Bay, where inmates are subjected to excruciating force-feedings. The experience of having a feeding tube slid through the nasal cavity and down into the prisoner’s stomach is usually compared to having a razor blade shoved through the nostril and down the throat.

Obama’s vaunted torture ban has also not banned torture, merely returned it to the grey-area status it enjoyed before the Bush administration codified it. The CIA has long practiced torture, like under the Phoenix program in Vietnam or taught at the notorious School of the Americas. Today, the CIA maintains its “extraordinary rendition” and secret prison programs, with loopholes in place for torture to continue more covertly. Torture is still allowed for the Joint Special Operations Command (JSOC), and since expanding JSOC’s operational scope has been a cornerstone of Obama’s war-fighting policies, some inductive reasoning indicates that it’s expanded into those dark corners. As the blog Moon of Alabama points out:

The Army Field Manual 2 22.3. Appendix M is still in force and it allows “interrogation techniques” which the UN’s Committee against Torturesays (PDF) amount to torture. The White House is also still believing that using torture abroad is not covered by the UN Convention Against Torture and thereby permissible.

This, together with Appendix M, lets me assume that the U.S. is still torturing people abroad. Why else would it keep those legal holes open?

All this is only to discuss how torture is still practiced in prosecuting the War on Terror (or as it’s called now, the Overseas Contingency Operations). It’s an entirely different story about the United States practicing torture in its system of mass incarceration through solitary confinement, which “human beings experience…as torture,” according to Dr. Atul Gawande.

  1. Reactionary Heroes

The release of the torture report has lead to some strange scenes. Teju Cole, for instance, a longtime critic of American imperialism, thanked Dianne Feinstein “for [her] service” in the pages of the New York Times. Dianne Feinstein has long been a supporter of almost every imperialist venture the US has embarked upon. Her husband’s status as a member of a lucrative government contractor also makes her, quite literally, a war profiteer.

As for John McCain, this release affords him to playact the maverick that the media needs to remind everyone that he is. It’s also erased the fact that in 2008 McCain fought to exempt the CIA from a torture restriction.

Besides Feinstein and McCain, the biggest hero in the release of the torture report has been John Kiriakou, the CIA case officer who first blew the whistle on the CIA’s torture program. As is typical of National Security whistleblowers, Kiriakou is deeply conservative, a “patriotic” spy whose “Letters from Loretto” penitentiary spend a lot of time railing against the FBI. A common theme of his letters are slams against the FBI for their dishonesty, positioning the CIA—who’ve spent over a decade running a global torture and assassination program—as the honest Agency.

At least the Snowden case gave Americans a fresh face, who only exposed his retrograde beliefs gradually. The Senate torture report has boosted “heroes” who are some of the past decade’s most imperialist figures.

  1. Power-Serving Solutions

Jane Mayer, who’s written more about America’s post-9/11 torture regime than any other journalist, wrote in the New Yorker that “torture is becoming just another partisan issue.” Particularly given the incoming Republican-majority Senate, torture accountability seems like a position that the Democrats can own after having tacitly endorsed it. According to Mayer, Feinstein “proved that Congress can still perform its most basic Madisonian function of providing a check on executive-branch abuse,” while “By contrast, the new report, even before it was released, came under attack from Republicans.” Soon, newly minted transparency and accountability heroine Feinstein will be out, replaced by Republican Richard Burr, “a staunch defense and surveillance hawk,” according to Joshua Eaton at Al Jazeera. “At the same time, one of the intelligence community’s most outspoken voices, Mark Udall, will leave the committee after losing re-election last month.” The departure of the Democrats “threatens to stall attempts to reform the nation’s surveillance laws and avoid transparency about the CIA’s controversial interrogation program,” Eaton says. The narrative, as it’s taken hold, paints a clear distinction between Democrats and Republicans on this issue.

For a Democratic party seeking to reinvigorate its increasingly apathetic base after what Dr. Cornel West calls “a Wall Street and drone presidency,” this is a great branding opportunity. One of Obama’s first decisions in office was to immunize torturers. However, with a Republican Congressional majority imminent, this is a perfect chance for the soon-to-be-helpless Democrats to act like they’d been champions of transparency all along.

For those who remember the now-ancient years of Bush’s second term, the reason proffered to vote for Democratic representatives in 2006 was to stop the Bush agenda. Then, Democrats still couldn’t do anything without a Democrat in the White House. Once Americans gave the Democratic party the veto-proof Democratic supermajority that they needed for some sweet Change, they discovered that relatively little could get done in the face of Republican intransigence. Increasing numbers of Americans see little hope in the two-party system, but the torture report provides a golden opportunity for the Democrats to burnish their image anew.

The report puts torture back in the contested category it once enjoyed. Democrats can once again compel their supporters to go to the polls to vote against torture and in favor of transparency—just like they did in 2006 and 2008, and by recycling the exact same rhetoric. That Hillary Clinton is making a public show of denouncing torture and praising the report’s release is a sign that this is exactly what’s going to happen. Clinton, who supported torture and is “a walking profanity” embodying the worst American corporatism and imperialism, signals that the Democrats are interested in play-act opposition to torture once again, after years of tacit approval.

Beyond just the Democrat/Republican modality, the torture report is functioning as a whitewash for the entire American project. There’s the predictable “rally ‘round the flag” effect—the idea that only America could produce a work of decency and introspection like a report on its own torture program.

Then there’s the hand-wringing over how aberrant torture is—how America lost its way—and accompanying appeals to return to an imagined past. “When I was growing up,” a typical missive goes, “Americans thought of torture as a tactic used by history’s villains.” It’s true, America thought of torture as a uniquely evil tactic, while committing it covertly and teaching it to its proxies. While the author of the above passage was growing up, learning that torture was the sole domain of dictators and terrorists, the US was exporting torture expertise throughout the Southern Cone.

Torture has been with the US since its foundation—what could the treatment of African slaves be called besides that? Overseas torture programs also date back at least to the counterinsurgency to subjugate the Philippines at the birth of the 20th century. So the idea that the CIA torture program was a unique, momentary evil that erupted from the minds of Dick “work the dark side” Cheney and John “the President can crush a baby’s testicles” Yoo serves to conveniently whitewash America’s history as a white supremacist and imperial entity. The release of the torture report is propagating these narratives even as it seems to challenge power.

  1. An Erasure of Substantive Leftist Beliefs

Adolph Reed has written about how one of the ideological functions of neoliberalism is to erase substance from politics, and leave only empty signifiers. “Being a progressive is now more a matter of how one thinks about oneself than what one stands for or does in the world.” The Snowden drama was remarkable for how much it divorced substantive leftist politics from a position called “leftist.” Leftists went to the mattresses for a journalist’s right to redact, hoard, and genuflect to NatSec concerns. “Marxists, anarchists, libertarians and Occupy activists now call a billionaire by his first name”:Pierre. The Snowden leaks told the left some information about bulk collection in exchange for dragging it rightward.

The torture report is so far succeeding in erasing more of the left. Anthony Romero, the executive director of the ACLU, published a New York Times op-ed calling for Obama to pardon the Bush administration. “If the choice is between a tacit pardon and a formal one, a formal one is better. An explicit pardon would lay down a marker, signaling to those considering torture in the future that they could be prosecuted.” Besides the obvious inversion of reality evinced by Romero’s position, and the childish treatment of “the law” as some supernatural Platonic construct, it’s literally the ACLU advocating pardons for war crimes. Stephen Walt reiterated this position in a Foreign Policy piece that compared Chelsea Manning to Dick Cheney. A few days later, he tweeted this:

Merry Christmas, torturers. #empathy

A few days after Romero’s op-ed, the ACLU published a piece titled “CIA Agents Said ‘No’ to Torture.” The reason people are discussing the torture report is because CIA personnel said “yes” to torture, but the ACLU is here to remind Americans that #NotAllSpies chose to commit this offense to human dignity. These case officers and analysts the ACLU is celebrating held fast to their day jobs assassinating people, subverting foreign democracy, or otherwise manifesting “the ruling class’s determination to retain power and privilege.”

Those who did torture were, shockingly, not even trained torturers. This is according to one narrative that’s cropped up, echoed by progressive outlets like Mother Jones and lawyers for prisoners’ rights group Reprieve. Deferring to the state’s euphemisms for torture, Mother Jones says that “Extreme interrogations…went on for more than three months before CIA officers received any sort of training in the new techniques from anyone.” For some, evidently, the problem is that CIA torturers hadn’t been briefed on proper torture techniques. This probably resulted in total amateur mistakes like threatening to murder their mothers instead of sisters, or blasting Metallica for 8 hours when they should’ve been blaring Marilyn Manson. Maybe liberal outlets were too quick to pounce on the $80 million payments to those two torture psychologists, since there were too few torture-professionals rather than too many.

Whatever the celebrity left believes their positions to be, many of their concerns don’t seem particularly left-wing. Even less than a month into the torture report drama, we’ve seen calls for pardons, celebrations of CIA spies, and a focus on improper torture techniques and insufficiently trained torturers. With heroes like Feinstein and McCain at the center of this, there’s no rightward boundary for how far the left can slide.

  1. The Fetishizing of Information

In the end, the fetish for information above all else is reified. If only the public learns the truth, if only the lawyers who overwhelmingly staff human rights groups have more direct evidence, something will change. Each revelatory event is also presented as the proverbial Big One, restarting the cycle from scratch. There have been diminishing returns, but the salesmanship is just as enthusiastic.

Shahid Buttar, the executive director of the Bill of Rights Defense Committee, called the torture report “the most important document revealing crimes of the intelligence agencies since the Pentagon Papers.” The Snowden leaks, Wikileaks and Cablegate, the Washington Post’s “Top Secret America”—all these events didn’t accomplish much since this is the event we’ve been waiting for. Buttar harkens back to the Pentagon Papers, which have become the Ur-Leak Event in all these conversations. Daniel Ellsberg himself adds to the mystique of each event by coming out and saying he’s been waiting his whole life for it (free idea for The Onion: “Daniel Ellsberg can’t remember all the people who are the next Daniel Ellsberg”).

The narrative that This Is The Leak Event We’ve Been Waiting For serves to keep the public interested in supporting leftish groups like the ACLU, whose lawyers can now meet standing requirements and prepare the relevant briefs. It also resets the clock, convincing a new group of people that justice is imminent while the ruling class manages increasingly favorable outcomes. The Snowden spectacle worked out so well that the torture report offers more reactionary ideas for even less new information.

The idea that information itself, especially information you’re not supposed to possess, is its own good is an article of faith. There’s additional pressure because pointing out that revelatory information is already publicly available is associated with the political right. When someone points out that the information isn’t “new,” it’s usually a crass attempt at smarmy self-promotion or a diversionary tactic from a party with some stake in derailing the inquiry (Mark Ames once wrote “you can always tell a paid troll by their ‘nothing new here’ nonsense”).

However, the left can’t embrace these events without interrogating them more than is going on now. As it stands, the ruling class is being strengthened by these spectacles, and seeing their power further entrenched. Most insidiously, with each info-drama, the left is being purged of actual leftist substance. The idea that’s reflexively invoked, “at least now we know,” is wrong—there’s more than that going on. As Chris Floyd said:

Yet revelations of these machinations, of government/corporate crime or “excesses,” have made no difference. Nothing changes, because the commanding heights of politics and media are in the hands of people deeply committed to preserving the system that gives them wealth and power.

We live in an age of revelation. There has never been era in which so much clear and glaring evidence of so many horrific crimes and abuses by state and private power has been so widely and freely available. Year after year, the revelations pile up. None of it makes any difference. Instead, power doubles down.

The truth alone might not set us free. Powerful entities are working to see it does nothing, or even make us less free in the end.

The destructive impact of metal mining in the Dominican Republic has lessons for neighboring Haiti, where activists are seeking a moratorium on all mining projects.

The hill overlooking the tailings pond—a vast, dammed tub of liquid residue—was littered with bones.  Residents from the area said the goats and cattle that once grazed the land had died since mining operations began a few years ago.  They held our hands as we crossed a river, directing us to jump from rock to rock to avoid plunging a foot into the polluted current.  The human settlements tucked in the valley beneath the white smoke snaking into the sky appeared to be the only life remaining in the area.  We were at Pueblo Viejo in the Dominican Republic, one of the largest gold mines in the world.

I am an attorney with the Global Justice Clinic (GJC) of NYU School of Law. Since 2013, GJC has provided technical support to the Kolektif Jistis Min (Justice in Mining Collective or KJM), a group of Haitian social movement organizations formed to support communities in Haiti’s mineral belt and to encourage a national dialogue about the industry.  In March, I traveled with members of KJM to the Dominican Republic to meet with organizations and academics studying the mining sector and with residents from communities directly affected by mining.

The message from residents of communities near Pueblo Viejo to Haitian activist was simple: Do not let a company build a gold mine in Haiti.  Farmers said that their coffee plants failed every year since operations began. The situation has become so dire that they no longer even bother to plant coffee and other crops that previously sustained them.  Parents spoke of rains that fall with such a peculiar stench that they pull their kids out of school and remain indoors with their families, windows closed, for a full twenty-four hours.

During our visit, a man lifted up his pant leg to reveal his calves, pock-marked like a burn.  He explained that the acidic river water had eaten away at his skin.

“We did not know that mining would lead to this,” said a woman, pointing to the wall of the tailings dam in the distance.

Residents showed us shelves of five-gallon jugs of water.  They explained that “the company”— Pueblo Viejo is operated by the Pueblo Viejo Dominicana Corporation (PVDC), a joint venture between the Canadian companies Barrick and Goldcorp— provides four jugs of water to local residents a few times a week, but complained that the water was insufficient to meet their most basic needs.  The sealed, treated water, they explained, is not just the only water safe to drink; it is the only water safe to use for any purpose, be it washing, bathing, or giving to animals.

Unfortunately, few scientific studies that document the contamination and its impacts have been made public.  PVDC claims to regularly test the water and the air quality, but residents told The Economist that they were unaware of such monitoring.  Meanwhile, the Ministerio de Medio Ambiente y Recursos Naturales (Dominican Ministry of the Environment) conducted water quality sampling that confirmed that the river downstream from Pueblo Viejo was found to be “highly acidic, with copper and other pollutants above legal limits.”  The test results were available only through a Freedom of Information Act (FOIA) Request.  There are numerous reported incidents of mine workers falling illalong with local residents.  PVDC claims that pollution in the area was caused decades ago by the previous operators of the mine.

The refrain water is more valuable than gold has rallied Dominicans to declare Loma Miranda, the site of a potential nickel mine and also home to the headwaters of some of the Dominican Republic’s most important rivers, a national park.  Community members and allies maintain a permanent camp near the base of Loma Miranda.  They told the KJM that the water contamination at Pueblo Viejo and the mining industry’s mixed economic impacts to have led a diverse and broad cross-section of Dominicans to oppose the nickel mine.  As in El Salvador, Peru, and Guatemala, the experience of living in the shadow of an open pit mine has created determined resistance to future projects.

KJM is building a national network with the ultimate goal of preventing metal mining in Haiti for the foreseeable future.  “We must learn from these stories,” said a KJM leader who traveled to the Dominican Republic.  “We have an opportunity in Haiti to avoid a disaster.”

There are no active metal mines in Haiti yet.  But the Haitian government has declared the mineral sector key to the country’s economic growth and has encouraged foreign investment.  Between 2006 and early 2013, two Canadian and two U.S. companies reportedly spent more than $30 million on exploration for gold, copper, silver, and other metals.  For the past five years, company activity has been on hold as the industry awaits the adoption of a new mining law, a draft of which was written with World Bank technical support in 2014.  Because the political situation remains uncertain, however, legal changes are in limbo— and so too is the future of metal mining in Haiti.

Byen Konte, Mal Kalkile?  Human Rights and Environmental Risks of Gold Mining in Haiti, a report released in December by the Global Justice Clinic of NYU School of Law and the Haiti Justice Initiative at the University of California, Hastings College of Law, recommends a moratorium on metal mining in Haiti.   As the report concludes, mining projects often perpetuate global inequalities, with companies from the “Global North” extracting resources from the “Global South.”  It has become evident that communities near mining sites often lack the information and resources necessary to demand participation in decisions that affect their well-being, both in the immediate future and for generations to come.  Meanwhile, host governments often fail to equip these communities to assert their rights, leaving them to fend for themselves in the face of encroachment on their land and serious risks to the environment and human rights.  And Haiti is uniquely vulnerable to the consequences of mining.

Water is already scarce in Haiti— less than half of rural households have access to safe drinking water—and too often, its consumption causes illness.  More than half the annual death toll in Haiti is caused by waterborne illnesses, such as typhoid, cholera, and chronic diarrhea.  At least 10,000 Haitians have died of cholera, introduced to Haiti by United Nations’ troops ten months after the 2010 earthquake.  A recent study suggests that the official count of those sickened and killed by cholera far underestimates the actual total.  Cholera could have been avoided if the United Nations had taken simple, affordable precautions.  The environmental devastation that an open pit mine could cause in Haiti is also foreseeable and preventable.

As if Haiti’s pre-existing vulnerabilities did not present enough of a risk, the legal and institutional framework regulating mining in Haiti fails to adequately safeguard human rights and the environment.  As Byen Konte, Mal Kalkile shows, the draft new mining law co-written with the World Bank falls short of protecting rights guaranteed in the Haitian Constitution, including the right to a healthy environment, the right to property, and the rights to information and participation.  One proposed article— dangerously out of step with recent trends toward greater industry transparency— would require all mining-related information to be kept confidential for a period of ten years, effectively foreclosing meaningful public oversight of mining activities and regulatory compliance. As the Haitian proverb goes, Konstitisyon se papye, bayonet se fe— the Constitution is made of paper, the bayonet is made of steel.

Even in countries with more robust governance and oversight than Haiti, industrial-scale mining has contaminated water resources, destroyed livelihoods, increased security threats, forcibly displaced thousands of people, and damaged entire ecosystems for generations. Recent mining disasters in Brazil and the United States provide sobering reminders of the tremendous risks that Haiti faces and the enormous challenge of preventing mining-related harm.

On top of all this, Haiti is one of the countries most vulnerable to natural disasters.  Earthquakes, hurricanes, floods and drought regularly ravage the nation, and the government demonstrates a lack of capacity to anticipate or mitigate these disasters.  Haiti is densely populated and mountainous—nearly two-thirds of the land is too steep to till.  In February, the World Food Program declared a food crisis, reporting that over 3.6 million Haitians face food insecurity and more than 1.5 million live with severe food insecurity.

“Maybe, for once, the state of our environment can work in our favor—can help us resist,” explained a resident from the north of Haiti, where a transnational company has explored for gold.  “We understand, maybe more than others, that water is life.  When we hear what has happened in other countries, when we see the videos and see the photos, we understand that our land cannot take one more blow.”

In early May, activists from communities affected by metal mining in Peru, El Salvador, Colombia, South Africa, the Democratic Republic of Congo, Mexico, and the Dominican Republic will converge in Haiti to participate in Kale Je Nou pou Defann Lavi Nou (Open our Eyes Wide to Defend Our Lives), ten days of action and dialogue about the mining sector.  KJM hopes that little by little they can build an alliance to resist metal mining without having to suffer through it first.

Hero Norway’s for-profit model offers lodging for asylum seekers

It’s a scene that could possibly warm even the two-sizes-too-small heart of the Grinch. Here in a little village in Norway, as dusky midday light filters in through the forest outside a classroom, a half-dozen Afghan teenagers hunch over a long wooden table, assiduously scissoring colored sheets of construction paper. These are 15- to 18-year-old boys who’ve endured miseries no child deserves—gunfire, explosions, the killing of a parent by Islamic State—and they’ve traveled here from their homeland on foot and in suffocatingly crowded vans. They sneaked through the woods on the Turkey-Bulgaria border, and they’ve been chased and bitten by police dogs and beaten by their smugglers. Now they’re celebrating Christmas and inscribing cards with some of the very first Norwegian words they’ve learned: God Jul. Merry Christmas.

Their middle-aged teachers—a Syrian and an Eritrean, both onetime refugees themselves—hover over them, benevolent, smiling, as a commuter train rattles in the distance. This, arguably, is the Scandinavia that the self-proclaimed socialist presidential candidate Bernie Sanders was referring to in October when he suggested that Americans “should look to countries like Denmark, like Sweden and Norway, and learn from what they have accomplished”—particularly when it comes to government programs that assist those in need.

Except there’s this other guy in the room, standing off to the side, almost invisible as he handles incoming e-mail on his smartphone. Kristian Adolfsen, 55, wears a V-neck sweater, a striped button-down, and glasses. This is his first visit to this refugee center in Hvalstad, but he owns the operation with his brother, Roger, 51, and they run 90 such centers in Norway and 10 more in Sweden. Refugees represent a huge opportunity for them; the Adolfsens’ Oslo-based company, Hero Norway, is the leader of a burgeoning Scandinavian industry that charges the Norwegian and Swedish governments a fixed fee—$31 to $75 per person per night in Norway—to house and feed refugees.

In Norway, Hero operates several different kinds of refugee lodging, among them short-stay dormitories where asylum seekers sleep a few nights, waiting to be screened by police after crossing the border; a second phalanx of facilities where refugees wait a couple of weeks to be interviewed by immigration officials, taking their meals in a cafeteria; and longer-term camps where they live more independently, in detached houses, cooking their own meals, as they wait, often for years, to be settled in Norway with protected refugee status.

For 2015, Hero Norway expects revenue of $63 million, with profits of 3.5 percent. In the rest of Europe, where asylum seekers typically are cared for by nongovernmental organizations such as the Red Cross, only one for-profit is larger than the Adolfsens’ operation, ORS Services, a Swiss company that in 2014 generated $99 million in profit caring for refugees in Switzerland, Austria, and Germany. (ORS won’t disclose its 2015 profits.)

The Adolfsens have succeeded in part because they have a background in hospitality. In the three decades since they founded Adolfsen Group, Kristian and Roger have built an $800 million-a-year network of businesses that includes preschools and nursing homes, as well as hotels, apartment buildings, cruise lines, and ski resorts. The two entered the refugee sector in May 2014, when they paid a Danish company, ISS Facility Services, $22 million for Hero Norway, a 27-year-old company that ran 32 refugee centers.

At first the Adolfsens set their sights on Sweden. Almost immediately, though, refugee arrivals in Norway exploded, and they’ve kept arriving since. A country of 5 million people—a relatively sleepy, snow-clad, 1,600-mile-long, lutefish-eating kingdom that had never seen more than 17,000 refugees in a single year—received more than 31,500 asylum seekers in 2015 as Syria continued to fall apart and wars in Afghanistan, Iraq, and Eritrea drove refugees to Europe. The Norwegian Directorate of Immigration (UDI) can’t cope with the influx, so it’s turning to entrepreneurs, desperately, lest more refugees sleep in the streets. “UDI calls for capitalists,” blared a recent headline in Oslo’s Aftenposten newspaper.

For-profits now care for about 90 percent of Norway’s refugees. A gold rush has commenced, and it’s also a bit of a circus. Just outside Oslo, a savvy entrepreneur named Ola Moe recently rented a vacant hospital for $10,000 a month, did minimal upgrades, and began charging the government $460,000 a month to house and feed 200 refugees. At a refugee center in Southern Norway, 50 resident asylum seekers went on a two-hour march in November to protest the poor food, prompting one politician, an Iranian Norwegian named Mazyar Keshvari, to proclaim, “These ungrateful people should immediately leave the country.”

Amid such controversy, the Adolfsens appear like poised professionals. In press photographs, they flash can-do smiles as they sit before gleaming conference tables in airy office towers. One Oslo paper, Dagens Naeringsliv, has called them “Norway’s least known billionaires.” Yet concerns remain. In their monetization of the refugee crisis, will the Adolfsens provide superior, more efficient havens, or will they cut corners and skimp on services to improve profits? And does their bottom-line approach threaten a depth of caring that transcends hard cash?

Kristian and Roger grew up in Northern Norway, a sparsely peopled region imbued with a provincial, gloomy, Southern Rock vibe. Moonshine is popular there, along with fishing and hunting, and the Adolfsen brothers pride themselves on speaking a northern dialect, which Kristian says “is filled with swear words—not bad ones, but you know, stuff like ‘devil hell.’?” Their hometown of Andenes, population 3,500, situated on Andoya Island, is so windy there are almost no trees. Their father, Kolbjorn, an engineer, worked days at the Andoya Space Center, launching rockets to study the northern lights. In the evening, he ran a TV sales and repair shop. Eventually he built a hotel. “A lot of people in Norway have cabins,” says Kristian. “Our second home was the TV shop. That’s where we saw our father.”

When Kristian was 5, he began selling the local newspaper, the Andoya Avis. At 7, he got involved with the production of a Northern Norway ocean delicacy, cod tongue. It was his job each winter afternoon to jab hundreds of cod down onto a metal spike, one by one, before lopping off the fish’s tongues with a knife. “As soon as the last bell rang at school,” he says, “I began sprinting. You had to be the first on the pier. There were only so many fish.” He cut quickly, running behind his wheelbarrow in the 10F to 15F air to fetch loads of fish. After three hours, he’d spend three more selling cod tongues door to door. “But that wasn’t so bad,” he says, “because then you could wear gloves.”

Roger stayed out of the cod tongue industry (by the time he came of age, his mother was weary of living in a household smelling of fish), but he soon followed his brother into competitive running and cross-country skiing. The brothers served as delivery boys, Kristian carrying groceries on his sled and Roger baked goods. Both worked as salesmen in the TV shop, and during the late 1970s—as Norwegian conservative Kare Willoch rose to power, eventually becoming prime minister in 1981—the brothers grew infectiously excited over his staunch opposition to the social democratic state that took root in Norway after World War II.

Kristian and Roger ran for the Andenes City Council as teenagers. Both won seats and fought for the privatization of road services and garbage pickup in Andenes. “My first speech was about privatizing the road grading,” Kristian says. “I spent hours writing and correcting many times what I would say. I tried to memorize every word.”

When the Adolfsens made their first major business move in 1991, purchasing the 44-room Andrikken Hotel in Andenes, the gesture had an almost holy resonance: They were buying the very hotel their father had built. In 1981, Kolbjorn had lost the business to bankruptcy. But he kept its giant sign in his basement. It depicted a long-necked duck flying into the midnight sun. The brothers rehung it—then staffed the hotel with old friends from Andenes, establishing a tone. “We have a coast culture in our companies,” Kristian says. “We are professional but informal, and we base everything on trust. When you grow up in a small place, you can’t do anything wrong. You get a bad reputation.”

Over the next decade, the Adolfsens built Norlandia Hotel Group, which now manages about 30 establishments, many of them Best Westerns, throughout Norway and Sweden. As the Norwegian government started allowing private companies to make money on social welfare work, they ventured into nursing homes, then preschools. “We are like sportsmen,” Kristian says calmly and clinically, explaining his and Roger’s drive. “We set goals, and then we reach our goals, and then we have to set new goals. It is not about the money. It is about the excitement.”

Europe’s refugee crisis has been bubbling since the Arab Spring of 2011. When it boiled over last summer, many Norwegians traveled to Lesbos, Greece, on the edge of the Aegean Sea to help refugees land their boats in Europe. They set up tents, served food, and offered trauma counseling. Back in Norway, groups such as Refugees Welcome to Norway supplied the newcomers with clothes and toys as other volunteers taught them to knit. The Adolfsens, meanwhile, enlisted an aide to cast about Norway’s hinterlands for abandoned or little-used properties: defunct boarding schools, onetime rehab centers, hospitals, mountain hotels that go dead in autumn—any and all structures where refugees could be housed temporarily or permanently at a profit. As Roger tended to other aspects of the Adolfsens’ business, Kristian expanded the refugee services. “We see it as a niche in the health and care industry,” he says.

On Norway’s political left, the Adolfsens are regarded as distasteful and greedy, especially by Linn Herning, deputy director of Norway’s Campaign for the Welfare State and the author of a 2015 book, Velferdsprofitorene (The Welfare Profiteers), which traces the gradual expansion since the late 1990s of entrepreneurs in Norway’s preschools and nursing homes. The cover features detailed, anatomically correct drawings of creepy insects—parasites—and Herning devotes several pages to the Adolfsens, who, she says, are “the biggest players, the only welfare profiteers in every sector.” In early December, she helped Norway’s Socialist Party and Social Democratic Party call in Parliament for a study looking into the feasibility of banning profiteering in refugee care.

Still, Herning could point to only one specific example of the Adolfsens’ supposed treachery. In the small Norwegian city of Moss, an hour south of Oslo, Orkerod, a respected, publicly owned, 88-bed nursing home for dementia patients, went into tumult after the Adolfsens’ Norlandia Care Group began managing it in 2014. “The focus on specialized dementia care disappeared,” says Lorentz Nitter, the clinic’s lead doctor until he quit in June. “Such care is very expensive,” about $125,000 annually per person, he says, “and Norlandia didn’t want to pay for it.” When highly paid nurses trained in dementia work quit, Norlandia replaced them with cheaper nonspecialists. “They began treating all patients the same way,” Nitter says, and this was dangerous. About 30 percent of all dementia patients are “aggressive,” he says, “and they walk around causing many problems.”

In Orkerod’s first 12 months under Norlandia’s guidance, 19 nurses quit. In a recent op-ed in Moss Avis, Nitter joined two other Orkerod doctors in complaining that the clinic’s excellence, built over its first 13 years of operation, had been “torn down in a single year.”

Kristian denies that the quality of the service at Orkerod declined and argues that departed staffers were disgruntled simply because Norlandia shook them from long-standing work habits. “These were people who’d been there for many years,” he says. “They were used to doing things their way, and then we made changes. It’s a lot more demanding to work for a private company because we focus on providing better quality at lower prices.”

Could Norwegian refugee centers suffer similar changes? It’s apparently already happened. From 2006 to 2014, as reported in the Oslo paper Ny Tid, one of Norway’s largest for-profit refugee care providers, Link, habitually broke binding budget promises to the Norwegian government. In 2014, Link, which operates 14 refugee centers, signed on to a budget that would cap its profits at $230,000. By skimping on promised services—child care, for instance, homework help, and the supervision of people with disabilities—it ended up $1.15 million in the black.

Ny Tid’s figures came from an anonymous source within UDI, a 20-year veteran at the agency. When I met with this man, he said of Link, “Every year they overestimate what services will cost them. That is how the game is played, and if new operators don’t understand that, they’re going down.” Hallstein Saunes, the leader for Link’s refugee centers, disputes the figures presented by Ny Tid, calling the paper’s interpretation of them “misleading” and saying that Link didn’t skimp on social services. Rather, he says, it saved elsewhere—on utilities, for instance. “Our aim,” he says, “is to operate good reception centers within the financial framework of our agreements as we develop the company and contribute towards solving an important task in our society.”

UDI’s monitoring of corruption is minimal, according to the UDI source. “We can only concentrate on opening new refugee centers,” he said. He had no special knowledge on Hero Norway, but in discussing the company, he was uncharacteristically sunny. “They’ve been a good partner for UDI,” he said. “They’re very flexible. When we need them to expand, they do. It’s easy.”

He’s carefully optimistic about the profiteers. They can “create a long-lasting, mutually beneficial partnership with UNHCR if they can be aligned to shared goals and values,” says Henderson, who is UNHCR’s European lead on fostering relations with for-profits. “They can bring new ideas and vital energy to the refugee cause.”

It’s not clear whether others will embrace or reject the Adolfsens’ refugee riches, but several insiders predict that Norway’s Parliament will allow refugee entrepreneurs to continue but will cap their earnings. “I wish we could operate with only NGOs and municipalities running refugee centers,” says Marte Gerhardsen, the director of Oslo-based Tankesmien Agenda, a think tank closely aligned with Norway’s Labor Party, “but right now, right here, we need Hero, and it’s totally illogical to say they can’t make profits. That would be like Prohibition in America—it won’t work.” She adds, “we do need to regulate them, though.” Gerhardsen argues that private operators be limited to a 3 percent profit margin. The Adolfsens claim that theirs is 3.5 percent, but Herning calls that figure “highly unlikely. All the other refugee companies that I’ve looked at have a much higher profit margin.” She says that in handling revenue from nursery schools and nursing homes, the Adolfsens have played a shell game, shifting profits from one business within their conglomerate to another. “I wouldn’t be surprised if they were doing that for Hero as well,” she says.

It’s 2 p.m. on another Norwegian afternoon, and Kristian and I are driving south out of Oslo in his Porsche SUV. The car is new, with only 2,800 miles on it, but Kristian is fast to point out that he got a huge tax credit; the car is a hybrid.

“We live like normal people,” he says. “I have a regular house and a mountain apartment and cabin, but for all these I paid less than 10 million kroner,” about $1.1 million. “I have never hired a nanny. My brother and me, we just take small salaries”—about $230,000 a year. “We work too hard to spend the money.”

Rich people always say things like this, of course, but coming from Kristian, the humble talk is somewhat believable. For a man who could reasonably cast himself as the Donald of Norway, he’s a remarkably bland and polite presence, even by taciturn Norwegian standards. When we confer with the heads of three refugee centers, he scarcely speaks. He doesn’t harry anyone, and he asks very few questions. His focus seems far away, ensconced in a netherworld of ledgers and spreadsheets.

He and Roger are almost monklike in their devotion to business. Both work about 70 hours a week, following achingly methodical routines. “Monday to Thursday,” Kristian says, “I work in my office at home until 1 a.m. I leave for work between 7:20 and 7:25. When I am on vacation, I work for an hour in the morning and an hour at night.”

Neither brother has smoked a cigarette or tasted alcohol, and in 2011, when Kristian crumpled to the ground while running a half-marathon, stricken by a heart attack that stilled his pulse for 10 minutes, he didn’t resolve to slow down. Rather, as he lay recovering in a public hospital, he stewed over its inefficiencies. “The building was very old, and the highly paid nurses spent hours walking the corridors, serving food,” he says. “I thought, You could sell the building for apartments and use the money to build a new hospital with better logistics.”

Right now, we’re driving to Hero Norway’s biggest refugee center, in Rade near the Swedish border. In recent weeks up to 1,200 new arrivals have crowded into a vacated supermarket, living in indoor tents as they wait for interviews with the Norwegian border police. I feel like I’m descending into the maw of history. I’m aware now of all the wars, the bloodshed, the human struggle that have brought so many to remote Rade, which is little more than a scattering of ugly chain stores by the highway. Kristian’s remarks drift toward the international only once, however: when he thrills over a new app, SayHi, which translates spoken words into more than 100 languages. “It will save so much money,” he says.

Next year, Hero Norway hopes to open 5 to 10 refugee centers in Sweden. The campaign could be spotted with difficulties. In Sweden, arsonists have torched more than 40 centers since July, in part because in 2015 Sweden accepted about 160,000 asylum seekers, more per capita than any other European nation. Still, the prospects for Hero Norway’s continued success are high. Neither Sweden nor Norway has plans to stanch the flow of newcomers, and the Swedish government has said it will spend up to 30 percent of its 2016 foreign aid budget on resettling refugees.

Kristian stands back, aloof, chatting only with administrators, conferring about their plans to build a health clinic here to screen refugees for tuberculosis and other diseases.

In time, we’re given a tour by the camp’s director. Helge Ekelund is a large, hulking fellow with a tight ponytail, and he’s a no-nonsense guy who’s well aware that the great migration to Norway can continue only if there are functioning toilets. “Here are the tents we got free from the army,” he says. “Here is where we take away everyone’s clothes. We put the clothes in these freezers here, to kill off the bedbugs.” The freezer is set at -30F, he says. The clothes stay in there for 48 hours, while the asylum seekers wear borrowed garments.

When Kristian and I step back into the rain, I ask him what about the refugee center intrigued him the most. “The freezers,” he says. “I thought those were interesting.”

We begin driving north. It’s 3 p.m. There are still 10 hours to go before his workday is over.

ABC journalist Annabel Crabb last night began her sickeningly sweet profile of former Immigration Minister and current Treasurer Scott Morrison like this: “People describe Scott Morrison as ambitious, hard-line, even arrogant. But I’ve also heard compassionate, devout and a rabid Tina Arena fan. Clearly the man requires some further investigation.”

Well, yes, he does require further investigation, but probably not on his infatuation with outdated popstars (no offence to Tina, of course).

Crabb has been hosting her cooking show Kitchen Cabinet for five seasons now, and no one has pulled her up on the fact it’s about as nutrient rich as the majority of her desserts. She fluffs her way through interviewing some of the most powerful people in Australia by coating their numerous acts of structural violence with sugar frosting, and expecting us to become so dizzy on sugar highs that we can’t process their numerous failures.

It’s akin to spending a life gorging on sweets and then finding out later you have diabetes. This insidious spread of propaganda, soft interviews with hard-line politicians who wield enormous power over the lives of the most vulnerable, is sold as a fun, light-hearted look into the lives of the people we elect. But this taxpayer-funded sycophantic date with power will end up making us all sick. It completely dumbs down debate and again re-ingrains the perception that politicians are just like us, while the people their policies hurt, aren’t. They are the others who don’t dine with famous journalists on television.

Morrison is only the most recent example of this sycophancy, and Crabb’s episode last night with the former Immigration Minister rightly raised the temperature of many.

It began with Crabb greeting Morrison at the door of his holiday home with roses.

“This is amazing; this is the first time I’ve been greeted with flowers, sort of like the Cabinet Bachelor or something!” Annabel exclaimed as both exchanged a series of Cheshire Cat grins at each other.

Crabb seemed to think we actually cared about why Morrison began cooking as he made his ‘scomosas’ and Sri Lankan curry, because apparently he had fallen in love with ‘Indian and Sri Lankan food’ while on a trip to the country as shadow minister. Obviously, he had not fallen similarly in love with the people, enough to show any semblance of compassion to those who still remain under persecution.

Crabb smiled intently, her eyes glistening, as Morrison told her since he became Social Services Minister and later Treasurer, he has a lot more free time. This is evidently because selling internationally condemned human rights abuses that have left deep scars of trauma on so many lives used to take up a lot of his free time. Now he can spend more of it with his family, while the victims of his policies wallow in detention centres in Nauru and Manus Island, living a life far removed from his own.

“I had quite a significant trip with Julie Bishop and Michael Keenan while we were in opposition… we were over there obviously working with the then Sri Lankan government in how we would be pursuing our policies with them… it was a really important trip, and we went and had this meal at this fairly dodgy restaurant… and it sort of said to me, wherever you went in Sri Lanka the food was fantastic,” Morrison says.

That trip was undertaken in 2013. Morrison used a press conference when he returned to justify his party’s hard-line policy to ‘stop the boats’, which would later help them win an election. He was adamant Sri Lankan boats wouldn’t cross Australian borders.

“They won’t cross our borders, they’ll be intercepted outside of our sea border and we’ll be arranging for their return to Sri Lanka.”

Only a few months later, while in government, the Immigration Minister was taken to the High Court after holding 157 Tamil asylum seekers, 37 of them children, on a customs ship for more than a month while he tried to deport them back to their country. At the same time, he continued his attempts to defame Human Rights Commission head Gillian Triggs who was spearheading an inquiry into children in detention.

This came at a time when Triggs told the media up to 128 children had self-harmed at Christmas Island over a 15-month period. Crabb didn’t ask about this. Instead she let it slide, because Morrison sure can cook a mean Sri Lankan curry! He even makes his own chapatis!

“What! You’re making your own chapatis?!! What a renaissance man you are!” Crabb exclaims.

Crabb wasn’t interested in that of course, because this show is about humanising Morrison, while the thousands of vulnerable asylum seekers who have been incarcerated for seeking refuge remain faceless and nameless, tucked behind bars thousands of kilometres so they become ‘others’, less than people.

Crabb asks Morrison about his demeanour while delivering ‘militaristic and impassive’ press conferences as Immigration Minister. She says “I’m interested because I can’t be the only person who watched you on the telly and thought, I wonder what it feels like to be that person?”

“You’re a human being like anyone else,” Morrison says. “The same things impact me that impacts anyone else.”

The only problem is – he isn’t. He is a man with a great deal of power who can perpetrate acts of structural violence that irrevocably change the lives of our most vulnerable with largely no sanction or accountability.

Crabb’s questioning, her curiosity about how Morrison must be feeling as he rolls out sociopathic border patrol policies and slanders people like Triggs shows that, as a journalist, her allegiances lie with propping up power rather than speaking truth to it.

I’m just wondering if she would ever think to ask that of an asylum seeker stuck in Nauru? Would she ask “I’m interested, because I’m not the only person who wonders, what it feels like to be that person?” Has she ever thought to ask that of those who are crying out for help, who are the victims of Morrison and his cronies? Would she cook a cake for them?

I’ve never liked the format of Kitchen Cabinet, but my disgust was heightened when in 2013, Crabb interviewed then Indigenous Affairs Minister Jenny Macklin, who coincidently also made a curry.

Macklin was a minister who continued the greatest human rights abuse in Indigenous affairs in modern history – the NT intervention, a policy which led to a quadrupling in self-harm and suicide rates, and a severe feeling of disempowerment. At the same time she tried to sell her government as one that wanted to ‘reset the relationship’ with Aboriginal and Torres Strait Islanders. During the Rudd and Gillard governments – the time Macklin served as minister – the gap in life expectancy widened, the employment gap widened, Aboriginal children were removed at exponential rates, and Australia continued to jail more black men, women, and children.

Of course, none of that mattered to Crabb, who was more excited about the contents of Macklin’s spice drawer. Macklin never gave interviews to Aboriginal media, who would question her on her complete failure and the devastating consequences of her government’s policies. In fact, she would often only talk to sympathetic media, like The Australian. She once walked out in a huff from an interview with one of my closest friends – Kamilaroi journalist Chris Munro, who as the National Indigenous Television’s political correspondent used one of only two interviews he was ever able to secure with her to grill her on why she wouldn’t deliver reparations to members of the Stolen Generations. He never received another interview.

Maybe he should have cooked up a dessert, but Munners, from my knowledge, isn’t a very good chef.

When Macklin left the Indigenous Affairs portfolio, The Australian’s Patricia Karvelas delivered a glowing but completely irrational portrait of her tenure, claiming she had brought along the left to completely ‘transform Indigenous affairs’. It was completely ridiculous, but was a style of reporting that is alive and well in Australia – and it’s in the same camp as Kitchen Cabinet. There is nothing new about this. They’re just different styles of propaganda.

Crabb has her own type of power. She is very well-paid as one of the ABC’s ‘top’ political analysists and is complicit in framing the very limited discourse we have around issues affecting our most vulnerable. Giving Morrison a platform to sell himself does nothing in uncovering the dark, damp underbelly of Parliament House, the places where cake quickly turns mouldy.

In interviews leading up to last night’s Kitchen Cabinet, Crabb seems to have anticipated a bit of backlash. Questioned by the Sydney Morning Herald about how some journalists may think her show comes across as soft, she said: “My view is that when you sit down with someone in a peaceful way, or when you go to someone’s house… you get something different… For my money, I think it adds something and gives a more rounded sense of who this person is.”

Crabb seems to have a fascination with ensuring we realise that politicians are people too. She wants to humanise them because she feels they have somehow been unfairly maligned. She told the Herald Sun: “In my experience, they’re far better motivated and nicer people than is widely believed.”

But Crabb fundamentally misses the point of journalism. It’s not about humanising those in power, it’s about humanising those who are let down by those in power. But perhaps it is symptomatic of a wider problem, the fact that our most famous journalists, with the greatest platforms, now have more in common with those they are supposed to challenge, rather than those who are being let down by a corrosive political system.

Crabb claims that this was never the intention of the programme, that it is supposed to be soft, but the fact is in a space that is so crowded with soft, unquestioning journalists who are a complete disservice to the public, this high profile format provides only more of the same. We trust those we think we know, and we unconsciously prejudice their opinions above those who are unfamiliar. Crabb is helping Australia wash down the lies of our nation’s politicians.

This is certainly the case in Indigenous affairs, where solutions that are more palatable to white journalists are privileged over the solutions put forward by Aboriginal people themselves. The black voices of those who tell white people what they want to hear are accepted by non-Indigenous journalists because it mirrors their own experiences. That’s why white politicians can get away with so many lies, and spread their neoliberal agenda insidiously through Aboriginal policy – because white journalists are blinkered and, for the most part, don’t realise they are. They are more more likely to trust those who are like them – and sadly those people are likely to be a white politician than a blackfella dealing with multiple forms of complex trauma trying to heal his or her community.

The same can be said for Crabb and her ridiculous, sickening show. You can spice it up as much as you like, but the ingredients used to cook up Kitchen Cabinet are the same used in the majority of political journalism today. And until we start to realise that this is still largely propaganda, it will keep us, and our standard of political debate, dangerously unhealthy.

Palawan: Stop Blaming Indigenous Peoples’ Farming Practices (Kaingin) for Deforestation

Look Instead to Boom Crops, Oil Palm Plantations and Mining

Recent years have seen an exponential increase in land deals across the Philippines with the conversion of large expanses of land with crops mainly intended for export. Meanwhile, traditional upland farming practices implemented through swidden (‘slash-and-burn’) technology–known locally as kaingin or more appropriately uma–are demonized and antagonized through restrictive legislation. This is despite the fact that the latter fosters local self-sufficiency and plays a fundamental role in the livelihoods and worldviews of Indigenous societies.

Palawan, known as the “Philippine last Frontier”, in spite of its unique recognition as a UNESCO Man & Biosphere Reserve, has not been spared from massive investments in extractive resources and industrial agriculture, especially oil palm and rubber. And yet, Indigenous Peoples and upland dwellers continue to be blamed for causing massive deforestation and ecological disaster.

Not surprisingly, the recent front cover of a well known Philippine Newspaper (The Daily Inquirer, May 9 issue) holds a headline accompanied by a powerful image that easily conflates all upland peoples as criminal agriculturalists.

“Images are powerful and can be damaging,” says Wolfram Dressler, a Research Fellow from the University of Melbourne (Australia), who has carried out extensive anthropological research in Palawan. “They can direct blame without nuance and context. The masses (and government) absorb such images to reinforce centuries-old narratives demonizing kaingin—a term that many farmers avoid because of its pejorative nature,” Dressler adds.

The Inquirer‘s article was triggered by an aerial survey carried out by the Center for Sustainability (CS), a nonprofit organization that supposedly works for sustainable development in Palawan. The group spotted key locations from the air, previously covered by forest, which have now been cleared as a result of external forces such as mining, oil palm plantation development and shifting agriculture. According to the group, in addition to clearing by ‘poor farmers’, forest burning in the south has been linked to the proliferation of palm oil and rubber plantations, and the main target of ‘slash-and-burn’ activities is the clearing of primary forests for development.

Ironically, for carrying out its photo survey, CS conservationists borrowed the private plane of multimillionaire Jose Alvarez, the present Governor of Palawan, who is a well-known supporter of large-scale agro-industry development (especially rubber which accelerates deforestation and deprives more traditional indigenous communities of their resource-base). He is a member of the same family that logged Northern Palawan’s forest in the eighties. He also chairs the Palawan Council for Sustainable Development (PCSD). In principle, this government body is mandated to ensure the sustainable development of the whole province through the implementation of a Strategic Environmental Plan or SEP (R.A. Republic Act 7611). Under the SEP, no development project should take place in Palawan unless the proponents secure a so-called SEP clearance. In reality, massive oil palm expansion and related forest clearing takes place without the requisite SEP clearance.

Marivic Bero, Secretary General of the Coalition against Land Grabbing (CALG), comments,

“Here in Palawan, we have the best laws in place to protect both the environment and the rights of our Indigenous Peoples. However, the limits of law lie within the implementation process, wherein rules and regulations are conditioned by the inability of concerned government agencies and their officials to stand by their own mandates”.

She further argues that the government prohibition to ban kaingin represents a blatant violation of the major tenets of the ‘Indigenous Peoples Rights Act of 1997’ (Republic Act no. 8371) which recognizes, protects and promotes the rights of indigenous cultural communalities. “This is a very powerful law… and should not be undermined by ‘minor’ laws and municipal ordinances banning shifting cultivation”, says Bero.

While Palawan’s environment is being ravaged–by agribusiness (mainly oil palm and rubber), mining enterprises and various forms of land grabbing–state agencies such as PCSD (as well as some Palawan NGOs) still view Indigenous kaingin as ‘illegitimate agriculture’ and as the primary cause of deforestation. “Turning a blind eye to the plunder of forests by industrial logging, mining activities, agribusiness, and livestock production, state agencies continue to label and classify kaingin farmers as primitive, backward and unproductive who waste valuable forest resources, particularly timber”, Dressler points out. “In this way, government agencies have unleashed anti-kaingin campaigns that justified the resettling of kaingineros and adoption of permanent forms of agriculture that are not suited for the uplands. In turn, kaingin is coercively regulated with fines or jail time, while indigenous upland farmers are frequently harassed by forest guards.”

In 1994, a ban against shifting cultivation (bawal sa kaingin) was enforced by former Mayor Edward Hagedorn through the so-called ‘bantay gubat’: an implementing arm composed of poorly trained forest guards. Sadly, when this happened, no murmur of dissent was raised by Palawan NGOs, in spite of the severe hardship experienced by hundreds of Indigenous communities because of the ban. The latter, however, was strongly opposed by Survival International (SI). An international campaign by SI resulted in a partial lifting of the ban. In the end, the former Mayor decided to allow Batak as well as Tagbanua tribes continue their traditional kaingin practices with a ‘controlled burning’ in place of the previous ‘zero burning’ policy. However, as the years passed by, the ban on kaingin was renewed with gusto. It is now being implemented under the current administration.

“Ever since the ban on shifting cultivation was implemented in PPC Municipality, Survival has been lobbying for the government to exempt Indigenous communities, such as the Batak, from the ban”, explains Sophie Grig, Senior Campaigner at Survival International.

“We are disappointed that in spite of international pressure, the local government still continues to implement a law which is creating food-shortage and malnutrition amongst the previously self-sufficient tribes of Northern Palawan”. In spite of its failure, the ‘ban on kaingin’ initially implemented in Puerto Princesa Municipality, is now being emulated by others. Recently, the Government of Brooke’s Point has proposed the implementation of similar restrictions in its own municipality and, if the ban will push through, hundreds of upland Pala’wan communities will be threatened with food insecurity and malnourishment.

The CS aerial survey added more fuel to the fire, through the production of dramatic photos that are presented without due context. These images prompted Governor Jose Chaves Alvarez to declare war on kaingin by proposing the creation of a “forest conservation task force that will undertake a 10-year plan to arrest the problem of slash-and-burn farming”.

“We are extremely worried about these new developments,” says John Mart Salunday, an Indigenous Tagbanua who is presiding NATRIPAL, the largest Indigenous federation in Palawan.

“There are several indigenous communities’ conserved areas (ICCAs) in our province where traditional kaingin has been sustainably practiced from [generation to generation]. Unfortunately, the ‘anti-kaingin policy’ and the ‘bantay gubat’ implementing it, make no distinction between unsustainable ‘kaingin’ done by Filipino migrants and the traditional ‘kaingin’ still practiced by many Indigenous Peoples.”

“Upland rice is such a strong part of our identify and our people have selected more than 80 varieties of rice over hundreds of years, not to mention the diversity of other crops: cassava, ubi, sweet potato, banana and many others. If all this is taken away from us, our tribes will have no future.”

The richness and complexity of indigenous upland farming systems in Palawan has not gone unnoticed to both local and foreign researchers such as Roy Cadelina, James Eder, Melanie McDermott, Nicole Revel, Charles Macdonald, Wolfram Dressler and Dario Novellino who have carried out in-depth studies on indigenous farming practices and their relevance in local cosmologies, worldviews, identities and ethnobiological knowledge.

“If one compares the wisdom of Indigenous upland farmers to the ignorance of most foresters, politicians and conservation biologists in the same field of knowledge, the gap is striking,” observes Dario Novellino, an anthropologist from the Centre for Biocultural Diversity at the University of Kent (UK), who has lived in Palawan for almost 30 years. Novellino maintains that the government ban on kaingin in Puerto Princesa, rather than protecting the environment, has placed insurmountable pressure on the forest and altered the sustainability of the indigenous farming system.

“I have seen forest guards (bantay gubat) advising Indigenous farmers to cut only very small trees for their ‘uma’ (upland fields) and to cultivate the same plots of land continuously… These indications are based on a very poor understanding of forest ecology. If you clear areas where only small trees are found, it means that you are going to plant land that has not yet regenerated its soil nutrients. When you cultivate these fragile soils, over and over, you cause them to become infertile. Ultimately, only cogun (Imperata cylindrica) will thrive in these areas… the forest will never grow back.”

Well-known scholars have argued that traditionally practiced kaingin (or integral kaingin) involves the intermittent clearing of small patches of forest for subsistence food crop production, followed by longer periods of fallow in which forest re-growth restores productivity to the land.

Dressler explains,

“Kaingin can yield complex assemblages of forest and other vegetation in unique mosaics comprised of open canopy tree associations to mature closed-canopy forest systems best understood at the landscape scale. As a complex system of agriculture and forestry, integrating production from cultivated fields and diverse secondary forests, kaingin farming may yield a wide range of ecosystem services and resources integral to livelihoods and forest environments in the mountains of Palawan.”

However, when such a complex system is altered–for instance, through the implementation of punitive policies–the repercussions on forest ecology and people’s sustenance becomes dramatic. According to Novellino, when Indigenous upland communities are not allowed to procure carbohydrates (rice, cassava, sweet potatoes, etc.) necessary for physical survival, through their farming practices, they are forced to increase pressure on commercially valuable NTFPs (non-timber forest products) such as rattan, almaciga and honey which they must in turn sell to purchase rice. This can result in the swift depletion of non-timber forest resources and place even more pressure on the forest itself. Indeed, this is exactly what happened because of the implementation of the ‘zero burning policy’ by former Mayor Edward Hagedorn.

One can only speculate why the Government of Palawan is so quick to raise its voice against kaingin while remaining silent about the huge expanses of forest and fertile land that the agro-industry receives. We know the official explanation: oil palms are only planted on ‘idle’ and ‘abandoned’ land to enhance the province’s economy while increasing job opportunities and transforming unused areas into productive plantations. But are such lands truly ‘idle’ and ‘abandoned’? A recent study by ALDAW (Ancestral Land/Domain Watch) indicates that the answer is ‘No’. According to the study, most of the so-called ‘idle’ and ‘unproductive’ lands include areas that have been used since time immemorial by Indigenous societies.

“The removal of natural vegetation and of previous agricultural improvements by oil palm plantations is leading to the total collapse of traditional livelihoods, thus fostering communities’ impoverishment and increasing malnutrition”, says Novellino. He sustains the Government has failed to consider that most of the so-called ‘idle’ and ‘underdeveloped’ lands include areas that are being utilized by rural and Indigenous populations for different purposes (gathering of NTFPs and medicinal plants, kaingin, etc.). He believes that a direct relationship exists between oil palm/cash crop expansion, the impoverishment of people’s diets, the progressive deterioration of traditional livelihoods and the interruption of cultural transmissions related to particular aspects of local knowledge.

Dressler argues,

“In contrast to commercially oriented monocultures, mixed swidden systems benefit Palawan’s Indigenous Peoples by offering a variety of timber and non-timber harvests for subsistence and commercial sales to diversify production and spread risks, thus avoiding the ecological and economic shocks associated with relying on one product too heavily.”

Apparently, this is not perceived by the Government as a strong enough reason to switch its development agenda towards more sustainable forms of agriculture. Instead, local food security continues to be sacrificed in the name of oil palm and rubber development while anti-kaingin policies are strongly implemented with no distinction between traditional Indigenous farming practices and migrants’ unsustainable slash-and-burning.

Welly Mande, a Tagbanua of CALG, comments,

“If the government is serious about ensuring the welfare of its constituents it should enhance the capability of upland farmers to produce enough food, rather than fostering cash crop[s] such as [oil palm] and rubber that are not for local consumption but for export.

What we would need instead are lower risk models of agricultural development that give a greater share of benefits to the poor while improving and fostering the production of endemic crops such as coconuts and rice.”

For the sake of fairness, we should now ask ourselves whether Indigenous shifting cultivation practices throughout Palawan are sustainable (based on long fallow periods). At present, they are not sustainable; nevertheless, the blame for forest destruction should not be placed on upland dwellers. One need only look at the historical process that led to unsustainable kaingin practices such as the dramatic reduction of Indigenous ancestral domains due to massive migration of landless farmers, encroachment by mining and plantation companies, insurgency and militarization just to mention few.

It is a rather nice irony that official propaganda against kaingin–coupled by NGOs’ market-based conservation approaches–continues to provide additional incentives for international institutions to finance more of the same (e.g. reforestation of indigenous fallow fields which are wrongly classified as ‘degraded areas’). Often, such reforestation programs deprive local communities of areas that are necessary for field rotation, thus jeopardizing the sustainability of their farming system.

It will require detailed and multidisciplinary studies to determine where, and to what extent, the conditions for optimal long fallows in Palawan are still present and how many Indigenous communities are still practicing long rotation cycles. In turn, the law should move away from coercion and demonization of kaingin towards more culturally-sensitive approaches that provide incentives to Indigenous cultivators for increasing and fostering production of local genetic varieties of rice and other traditional cultivars. In places where swidden practices have become irreversibly unsustainable, specific strategies should be developed in close coordination with local communities, rather than imposing top-down technical solutions and enforcing legal persecution.

In other words, upland farming strategies should be evaluated through an integrated and interactive long-term process of research and development in close partnership with local upland farmers. This process should identify Indigenous best farming practices, taking care to understand them and the contexts in which they are used. Meanwhile, in the short term, it would wise if journalists and their ‘zealous’ conservationist allies refrain from publishing images that uncritically depict upland dwellers as ‘environmental criminals’, putting the blame of deforestation on those who suffers from it most.

The State actively prosecutes but ‘Prosecuting them for using forest violates Forest Rights Act’

Between 2001 and 2011, as many as 192 cases were registered against tribal communities living in and around Nagarahole National Park. But their “offences”, which include trespassing forest land, collecting honey and growing ginger in the forest, are, in fact, their rights enshrined in the Forest Rights Act.

A report by a High Court-appointed committee on the status of tribal communities in and around Nagarahole, submitted recently to the Karnataka government, speaks of the “absurdity” of cases booked against tribal people for “trespassing” forests, which they have been living inside for generations.

Booking a large number of cases against tribal people is part of a historical culture of “violence” against the communities, which “takes on different forms,” says the report by the committee, chaired by political studies professor at the University of Mysore Muzaffar Assadi. In the 1970s, it took the form of multiple displacements for tribal families and also the destruction of their homes, crops and settlements “so as to erase their historical presence in the forest region”.

Prosecuting tribal communities for living in and using forests is a violation of the Forest Rights Act that gives them rights over land and forest resources, says Nitin Rai of Ashoka Trust for Research in Ecology and the Environment. “The Act was enacted to rectify the immense historical injustices reaped on Adivasis and forest-dwellers. Draconian conservation laws have criminalised everyday life of Adivasis, who have lived in these forests for centuries.” But ironically, these very laws are constantly bent for industrial and infrastructural projects, he said.

 

‘Withdraw cases’

All pending cases against tribal people booked on “flimsy ground” should be withdrawn to help build trust between them and the political apparatus, says the report. An advocates’ collective should be appointed to fight cases of tribal people in different courts, it adds.

Cases booked also pertained to setting fire to the forest, to poaching wildlife and birds, and felling trees.

The name Nagarahole is derived from the winding river which flows through the Park (In Kannada the word ‘Naga’ means snake and ‘Hole’ means stream). Nagarahole National Park is located in the foothills of the misty blue Brahmagiri mountain range and straddles the picturesque districts of Kodagu (Coorg) and Mysore. Initially constituted as a Sanctuary in 1955, it was subsequently enlarged and conferred the status of a National Park in 1974. The Southern end is drained by the Kabini river (a tributary of the Cauvery) which has now been dammed to create a large reservoir, much of which lies within the park and which today separates Nagarahole National Park from Bandipur Tiger Reserve.

Hunter-gatherer tribes have inhabited these forests for several centuries. Of the 1500 or so people that live within the park and an approximate 5 to 6 thousand on the fringes, most are tribals called Jenu Kuruba, Betta Kuruba and Yerava. These tribals later took to slash and burn farming and collecting non-timber forest products for sale to urban markets. Today, many of these people work as labourers in coffee plantations or farms and also engage in seasonal work provided by the Forest Department.

Between 1870 and 1980, 14% of the area of the present Park was clear-cut to raise monocultures of teak. Dense secondary forests now occur in places where these plantations failed. Until recently, both the moist and dry deciduous forests have been selectively logged.

The long term management goal of the British was to replace natural forests with the more profitable teak and they actively pursued this until Independence. Between 1947 and 1955, the new Indian Government’s policy turned to harvesting as much of timber as possible, and to grow more food. Tribal and non-tribal people were encouraged to occupy Nagarahole’s ‘hadlus’, they were encouraged to cultivate rice and in addition provided cheap logging labour. There were no wildlife protection laws and hunting of predators was actively encouraged. In 1955, hunting of large mammals became illegal, but logging and encroachments into the Park continued. It was only in 1974, when Nagarahole was declared a National Park and tough new wildlife protections laws came into force that the situation started to change. In a complete reversal of roles, the management now tried to curb poaching, livestock grazing and removal of illegal encroachments! Between 1970 and 1980 about a 1000 squatters were moved out of the Park into resettlements. Forest product exploitation was regulated in response to lobbying by wildlife conservationists and a core zone of 200sq. km. was demarcated to the exclusion of forestry activities and tourism.

Matthew McClearn of the Canadian Business Magazine Attacks Eritrea – White Washes Slavery

Who is this Matthew McClearn and what is it that he presumes to know about Eritrea, the people and leadership? Labeling their hard work and sacrifice as “slavery”, a term used only by those who want to white wash slavery and all that it entails, says more about him than it does about Eritrea or her people.

The gallant Eritrean young men and women are not slaves and should never be labeled as such-by anyone, least of all by those responsible for the decades long pain and suffering of the Eritrean people.

WHEN an acquaintance at the Ethiopian Foreign Ministry sent me an advance copy of the article, “The Slaves of Eritrea”, written by Matthew McClearn for the Canadian Business Magazine (understand he also sent a copy to the Canadian Embassy in Ethiopia), I did not find anything new… at least not something worth sharing. My acquaintance labeled the journalist as another “dedeb ferenji” – dumb foreigner – taken for a ride by the Woyane regime. I disagree with that label. I believe Matthew McClearn knew what he was writing and should be held to account by “every tax-paying Canadian citizen”.

The article’s intentions are transparent and McClearn is certainly not doing this because he gives a hoot about Eritrea’s youth, rather, he seems to be doing the bidding on behalf of the minority regime in Ethiopia and others who are intent on vilifying the government of Eritrea and its people for ulterior political agendas.

It should be recalled that a recent document leaked by from the Ethiopian Foreign Ministry calls for an increase in anti-Eritrea propaganda and activities to strengthen the illegal sanctions against Eritrea. Eritrea’s mining sector has been targeted by the regime in Ethiopia and its handlers who have left no stones unturned to stop its development. McClearn attempts to use unsuspecting “tax paying Canadian citizens” to do its bidding by claiming they are profiting from “slavery in a far off land”.

Iam always amazed at how much time and energy is spent by those of European decent discussing “Africa’s development”. Birgit Brock-Utne, an astute European educator of Norwegian origin, wrote the following in her book[1] about those who insist on preaching to Africa about development:

“… when Europeans came to Africa toward the turn of the fifteenth century, they found a prosperous civilization and enormous wealth. Agriculture and cattle rearing, iron-work, pottery, fishery, salt-mining, gold refining and ornament making, weaving, hunting, and long-distance trading were well advanced at a time and Europe was still relatively backward…From the fifteenth century on, however, the fate of the two continents reversed….Africa stagnated for over three centuries as a direct result of slavery and colonial conquests. This part of global history, for the sake of maintaining a correct historical perspective on Africa and Europe, must always be kept in mind when looking at the contemporary African situation…The bulk of the African people fought heroically against the imposition of slavery and colonialism, though there were some Africans who collaborated with the white slave-hunters and colonialists as well…”

History of post-colonial Africa is replete with shameful stories of African collaborators who worked to undermine the progress and development of their own peoples. The west’s “divide and rule” tactics resulted in intractable conflicts, destruction and devastation of Africa, leaving its people at the mercy of the neo-cons and their political and economic systems that have sustained poverty through poverty perpetuating programs. The Structural Adjustment Programs of the World Bank (WB) and International Monetary Fund (IMF) are an example.
